تجربه توسعه شرق آسيا نشان داده كه كليد موفقيت اين كشورها، در ايجاد تركيبي مناسب از شرايط و زمينه هاي داخلي براي توسعه با الزامات و اصول حاكم بر نظام بينالملل نهفته است. در واقع اين كشورها با الگوبرداري از ژاپن به منزله كشور پيشرو شرق آسيا در امر توسعه، زمينه ها و بسترهاي داخلي لازم براي توسعه ملي را فراهم نمودند و به طور كلي، توسعه را با مشروعيت نظام خود پيوند زده و آن را به شرط بقا نظام خويش تبديل كردند. عامل اساسي در پيشرفت كشورهاي شرق آسيا توجه جدي و پيگيري همه جانبه اصولي است كه سياستگذاران اين كشورها براي طي كردن مسير توسعه خود در نظر گرفتهاند. در تجربه توسعه آسياي شرقي، دولتهاي توسعه خواه نقش فعالي را نه تنها در انباشت سرمايه و توزيع سرمايه گذاري در بخشهاي مختلف بازي كردهاند؛ بلكه در كنترل تامين مالي بازار، سياست هاي مالياتي، قيمتگذاري و تعيين مقررات براي روابط ميان صنايع داخلي و اقتصاد بينالمللي نقش استراتژيك داشته اند. در واقع دولت با پررنگ كردن نقش توسعهاي خود علاوه بر كمك به سرمايه، مكانيزم بازار را به نوعي عهدهدار شد. علاوه بر آن عوامل ديگر در سطح تحليلي، در توسعه آسياي شرقي نقش داشتهاند. اين مقاله با استفاده از چارچوب تيوريك اقتصاد نهادگرايي جديد (NIE) و چهار سطح تحليل اليور ويليامسون به تبيين توسعه در تجربيات كشورهاي آسياي شرقي ميپردازد.

The experience of development in the East Asia indicated that the key element in the progress of these countries have been the creation of an appropriate mixture of condition and internal factors based on the necessities and the principle which govern the international system. By following the model of Japan as the developed country, these countries provided their own Fields and local contexts for national progress. To put in short, they joined the progress to Legitimacy of their system and hold it as a condition for the maintenance of their system. The main factor in the progress of these countries lies in enduring and systematic effort that their politicians have been planned for passing the road of progress. These countries not only played a key role in capital accumulation and investment but also played a significant role in bringing under control the market financing, tax policies, pricing, and supplying some law for the relation of domestic industries and the international Economy. In fact, by highlighting its own progressive role, the government took the responsibility of bazaar mechanism besides supporting the finance part. There were other factors in the analytical level in the progress of East Asia. This paper is going to explain the experience of East Asian countries by applying the NIE and the four- level analysis of Oliver Williamson.
