Challenges and Different Roles of Tehran Urban Development

مشكلات مديريت شهري ‌تهران را بي‌توجه به نقش‌هاي ‌چندگانه‌ آن نمي‌توان ‌درك نمود، و راه‌كار كارآمدي ‌براي‌ آن يافت. مداخلات دولت در مديريت شهري ‌و تبديل شهرداري‌ به سازماني ‌تابع دولت، ريشه در فرهنگ سياسي ‌ديرين‌ كشور دارد. دوقطبي‌شدن، فرسودگي بافت‌ها، بي‌نظمي‌ در حوزه‌هاي كار و ‌فعاليت، ترافيك، آلودگي‌، و مسايل اقتصادي‌ و اجتماعي، هر يك مشكلي منبعث از چند نقشي‌‌بودن تهران هستند. تهران در نقش اول، پايتخت و محل استقرار دولت ‌است كه از فضاهاي شهر براي‌ اِعمال حاكميت ملي‌ استفاده مي‌كند؛ در نقش دوم، مركز توسعه‌ منطقه‌اي است و هدايت مراكز جمعيتي‌ ‌پيرامون را عهده‌دار است؛ و در نقش سوم، محل زندگي مردمي است كه حق ‌ايفاي ‌نقش در مديريت آن را براي خود قايل هستند. تلاقي ‌منافع حاصل از ‌اين سه نقش، باعث بروز مشكلاتي‌ شده كه ريشه در تعارض ميان آنها دارد. نتايج تحقيق نشان مي‌دهد كه براي ‌حل مشكلات، و پرهيز از تضاد ميان نقش‌هاي مذكور، تهران را بايد به‌عنوان كلي واحد كه واجد نقش‌هاي گوناگون است در نظر گرفت، و برنامه توسعه يكپارچه‌اي تدوين گردد كه ضمن رسميت‌بخشي به هر نقش‌، راه‌كارهايي چون ايجاد نهادهاي بين‌‌بخشي جهت ايفاي نقشي ميانجي‌گرايانه با تاكيد بر پشتوانه‌ سرمايه اجتماعي و برهم‌افزايي توانمندي‌ تمامي ذي‌نفعان را سازماندهي نمايد.

Problems associated with urban management in Tehran cannot be perceived and resolved unless different roles of the capital city can be understood. Influential role of national government in urban management has been turning the Municipality of Tehran into a central government agent that has its roots in the long lasted political culture of the country. This paper tires to relate the main problems that Tehran are facing at the time, to somehow contradicted different roles of the city and attempts to recognize three different and maybe contradicted roles for Tehran as the capital of Iran, the largest agglomerated human settlement in the country, and the living place for millions of people. These different roles of Tehran have caused different interests and raised contradictions between people, local authorities and central government. The paper suggests that a kind of integrated plan that provides the platform for integrated development planning can solve the problems. In such planning system, all actors and interest groups have to accept the others as partners to achieve sustainable integrated urban development. It is obvious that such approach can sustain, only through creating an institution that is necessary to institutionalize sustainable and integrated urban development.
