Training Needs Assessment in Municipalities for Upgrading Informal Settlements in Iran Case Study: Bandar abbas, Kermanshah, Zahedan, Sanandaj and Tabriz

رشد سكونتگاه هاي غيررسمي در شهرهاي جهان در حال توسعه و يافتن راهبردهاي موثر به منظور برخورد با اين موضوع، به يكي از چالش هاي مهم توسعه شهري در كشورهاي مختلف، از جمله ايران، در دهه هاي اخير تبديل شده است. به طور كلي، عوامل متنوعي بر بهبود وضعيت سكونتگاه‌هاي غيررسمي موثرند، اما موضوع اصلي تحقيق حاضر، بررسي خلاهاي آموزشي در نهاد مديريت شهري (شهرداري و شوراي شهر) به منظور ساماندهي اسكان غيررسمي در كشور است. پرسش اصلي تحقيق آن است كه چه كمبودهاي دانشي و مهارتي در كاركنان شهرداري‌ها و اعضاي شوراهاي شهر در پنج شهر هدف اين مطالعه وجود دارد كه از طريق ارايه دوره‌هاي آموزشي قابل رفع است. به اين منظور، از روش‌هاي علمي نيازسنجي آموزشي مانند «تجزيه و تحليل سازمان»، «تجزيه و تحليل مشكل» و «نظرخواهي» استفاده شده است. در نهايت، دستورالعمل آموزشي مركب از سه عنصر درس/ كارگاه، برنامه و پودمان طراحي شد و در مجموع، شش پودمان آموزشي با عناوين: 1) اسناد و مفاهيم مرتبط بهسازي شهري، 2) مديريت زمين و مسكن در بهسازي شهري، 3) اقتصاد و تامين مالي بهسازي شهري، 4) مشاركت شهروندان در بهسازي شهري، 5) مديريت بحران و زيرساخت‌هاي شهري و 6) محيط زيست و بهداشت محيط پيشنهاد گرديد.

Increasing informal settlements residents in third world cities and finding effective strategies to improve their conditions has become to one of the most important challenges in Iran and other third world countries. There are different factors which affect informal settlements, but present research focuses on training gaps in municipalities and city councils to cope with informal settlements problems. The main question of this research can be stated that what knowledge and skill deficits are in municipalities and city councils personnel which can be removed by training courses .To find reply to this question, different methods, such as organization analysis, problem analysis and surveying have been used for measuring training needs. In the end of research, a training instruction has been designed, in which there are three structures for training programs: 1- Lesson or workshop , which is the smallest component of a training program 2- Training course , that at least contains 2 lessons or one workshop 3- Training module, that is composed of one or more courses Finally, six training modules have been designed , as: 1) Documents and Concepts related with Urban Upgrading, 2) Management of Land and Housing in Urban Upgrading, 3) Economy and Financing Urban Upgrading, 4) Citizen Participation in Urban Upgrading, 5) Crisis Management and Urban Infrastructures in Urban Upgrading Process and 6) the Module for Environment and Health.
