چكيده فارسي :
در سال‌هاي اخير چالش هاي پيش روي بانك ها و موسسات مالي انگيزه تحقيقات و مطالعات فراواني بوده است. پژوهش حاضر با توجه به اهميت حضور هرچه بيشتر و پررنگتر فن‌آوري‌هاي نوين در عرصه بانكداري و لزوم تلاش براي نيل به سطح كيفي و كمي ارايه خدمات مطلوب در سطح بانكداري بين الملل، امكان سنجي طراحي و پياده سازي نرم افزار جامع بانكي در پست بانك ايران را از ديد كارشناسان و مديران مورد توجه قرار مي‌دهد و در اين راه بر تكنيك بررسي ابعاد فني، اقتصادي، حقوقي، عملياتي و برنامه زماني (TELOS) تكيه داشته است. تلاش اين پژوهش، با استفاده از روش توصيفي و پيمايشي، پاسخ به پرسش هايي مانند چگونگي و ميزان مهيا بودن امكانات فني اقتصادي، قانوني، عملياتي و زماني؛ مقايسه ديدگاه هاي كارشناسان و مديران در اين خصوص و اولويت بندي اين عوامل مي‌باشد. بر اين اساس يافته ها نشان داد كه از بعد فني، اقتصادي، حقوقي و سازماني شرايط مطلوبي براي طراحي و پياده سازي نرم افزار جامع بانكي وجود دارد و در خصوص مقايسه ديدگاه مديران و كارشناسان بايد گفت كه از ديد مديران، ابعاد اقتصادي و سازماني در بيشترين و بعد حقوقي در كمترين حد، مهياست ولي از ديد كارشناسان، بعد فني در بالاترين سطح و بعد زماني در پايين ترين سطح فراهم است. اولويت بندي نظرات شركت كنندگان در پژوهش در مورد فراهم بودن شرايط در زمينه هاي مورد بررسي به ترتيب ابعاد: فني، سازماني، اقتصادي، قانوني و زماني را در بر مي‌گيرد

Nowadays the challenges with which banks and financial institutions are facing made them to do numerous researches and studies in this regard. In addition, the modern and sophisticated technology facilitates more and more banking services to the bankers, from one side, and to the customers, from the other side. This article tries to review the experts’ and managers’ viewpoints about programming and launching an all-inclusive software to promote and develop the banking services qualitatively and quantitatively at international banking level. Here the TELOS technique is focused on. Through questionnaire and descriptive method, the article tries to answer the how-to-do and range of the existing technical, economical, legal and operational facilities as well as the time needed for such a project. Besides, a comparison between the experts’ and managers’ viewpoints has been used and the factors involved have been prioritized as well. Based on the facts about the standing position of the above-said facilities, there can be said that a suitable opportunity exists for this project. To say more, according to the managers’ viewpoints, the comparison shows that the economical and technical facilities are the most prepared ones but the legal one is not ready yet for the program. On the contrary, the Experts believe that technical facilities are the most prepared ones and time schedule is not ready for it. In our prioritization, the foregoing facilities have been arranged as follows: technical, organizational, economical, legal and finally the required time.
