بكارگيري تكنيك FMEA در عرصه شهرسازي به منظور پيشگيري و حل مشكلات فضاهاي شهري مطالعه موردي بوستان دانشجو در تهران

Applying FMEA technique in urbanization to prevent and solve the problems of urban spaces(A case study of Daneshjoo Park in Tehran)

فضاهاي شهري به عنوان عرصه اصلي زندگي و فعاليت مردم، امروزه با مشكلات متعددي در قالب ابعاد كالبدي، مديريتي، اجتماعي، فرهنگي و ... مواجه بوده كه ناشي از بي توجهي به نيازهاي اساسي اقشار گوناگون جامعه و استفاده كنندگان در برنامه‌ريزي و طراحي اين فضاها مي باشد.عدم توجه كافي به ويژگي‌هاي اساسي يك فضاي شهري در حالت ايده‌آل، ظير امنيت و آسايش، خوانايي و سرزندگي و ... از جانب برنامه‌ريزان شهري و لحاظ نكردن نظرات و خواسته‌هاي مردم در طراحي و ايجاد محيط‌هاي شهري، سبب گشته تا امروزه شاهد فضاهايي مشكل دار و آسيب پذير و به دنبال آن نارضايتي از جانب استفاده كنندگان باشيم. هدف اصلي در اين پژوهش، پس از بررسي فضاهاي شهري، مسايل و مشكلات پيرامون آنها و تحليل يك فضاي شهري ايده‌آل، معرفي و اجراي روشي مناسب و كارآ است كه از طريق آن بتوان به آسيب شناسي، تحليل و شناسايي مشكلات موجود و احتمالي پيرامون فضاهاي شهري پرداخته و در راستاي حل مشكلات موجود و جلوگيري از وقوع مشكلات احتمالي در آينده، قبل از آنكه توسط شهروندان تجربه شود؛ اقدامات اصلاحي و پيشنهادهاي سازنده‌اي ارايه نمود. تكنيك FMEA از جمله روش‌هاي مطرح در مديريت ريسك و شناخته شده در عرصه صنعت است كه اساس آن دستيابي به حد ايده‌آل كيفيت است. اين روش بر شناسايي خطاها و پيشگيري از وقوع مشكلات احتمالي و نيز يافتن كم هزينه‌ترين راه حل‌ها و ارايه پيشنهاد سازنده در جهت حل مشكلات تاكيد دارد. بكارگيري و اجراي اين روش در عرصه شهرسازي از طريق تلفيق و كاليبره نمودن آن با مفاهيم مطرح در علم برنامه‌ريزي شهري، مي‌تواند دستاورد نويني پيرامون حل مشكلات و پيشگيري از وقوع آن در فضاهاي شهري باشد. از طريق پياده سازي تكنيك FMEA در بوستان دانشجو تهران براي شناسايي و حل مشكلات موجود در آن، پس از تطبيق و كاليبره نمودن اين روش با مفاهيم شهرسازي، مسجل شد كه مي‌توان از اين دستاورد در عرصه شهرسازي و در راستاي آسيب شناسي، پيشگيري و حل مشكلات در فضاهاي شهري بهره‌گيري نمود.

As the main area for both living and activities of people, urban spaces are facing various physical, managerial, social and cultural issues and the like which arise from the negligence of the basic needs of the diverse classes of the community in planning and designing such spaces. Lack of sufficient attention to the fundamental features of an ideal urban space including security and welfare, liveliness and the like by the urban planners and failing to consider the peopleʹs opinions and needs in designing and developing urban environments have driven us to the point where we witness improper and vulnerable spaces which are followed by dissatisfaction of the users. The principal objective of the current research, upon examining the urban spaces as well as the issues and obstacles surrounding them and analyzing an ideal urban space, is to introduce and implement an appropriate and feasible approach through which the existing and the potential problems concerning urban spaces could be analyzed and identified and in order to prevent the occurrence of the potential problems in the future before they are experienced by the citizens, some corrective measures and constructive proposals are to be provided. The FMEA technique is of the noticeable approaches in the field of industry, the base of which is achieving an ideal quality. This approach lays the stress on identifying the errors and preventing the likely problems and also finding the most cost-effective solutions and constructive proposals regarding both applying and implementing this approach in the field of urban planning via combining and adjusting it with magnificent concepts in the urban planning science, it could bring along new solutions for urban issues and prevent their occurrence in the urban spaces. By implementing the FMEA technique in Daneshjoo Park of Tehran intending to identify and remove its problem, upon combining and adjusting this method with the urban concepts ,it was proven that these findings could be utilized in the field of urban planning , investigating ,preventing and solving the problems of urban spaces.
