بررسي تطبيقي نحوه شماره‌گذاري وسايل نقليه در ايران با كشورهاي ژاپن و آلمان

Number Plate Licensing: A Comparative Study of Japan and Germany with Iran

امروزه ماشين با زندگي انسان‌ها كاملاً عجين شده است. از ديد امنيتي و انتظامي‌يكي از ابزارهاي مهم شناسايي وسيله نقليه و شخص مرتبط با آن پلاك خودرو است كه توسط آن در واقع وسيله، هويت يافته و به‌عنوان يك عامل جديد در سيستم حمل و نقل پذيرفته مي‌شود. در اين تحقيق با استفاده از روش توصيفي از نوع اسنادي، تاريخچه شماره‌گذاري و فرآيند روش فعلي شماره‌گذاري وسايل نقليه در كشور مورد بررسي قرار گرفته است. تحليل و بررسي مقايسه‌اي مطالعات انجام شده در كشور، فرآيند شماره‌گذاري وسايل نقليه و شيوه و روش اقدام كشورهاي مطرح در اين زمينه شامل آلمان و ژاپن و استفاده از روش آنها و انطباق با ويژگي و شرايط كشورمان، باعث خواهد شد فرآيند شماره‌گذاري با سهولت، سرعت، دقت و كم هزينه‌تر انجام شود. با بررسي قوانين، دستورالعمل‌ها و فرآيند عملي شماره‌گذاري، بسياري از مشكلات و نواقص نمايان شد. برخي از اهداف طرح تعويض پلاك محقق نشده، بعضي از مواد آيين نامه راهور اجرايي نشده، در مواردي دستورالعمل‌هاي شماره‌گذاري مغاير با قوانين فعلي است، شبكه جامع مورد نياز اعم از درون‌سازماني و برون‌سازماني ايجاد نشده است.

In modern time, cars are integrated into the lives of a Country’s citizens. From a security and policing point of view, one of the tools used to identify a vehicle and the person related to it is the license number plate, through which the automobile actually gains an identity and is accepted as an entity in the transportation system. In this research, the use of a bibliography as well as field and operational counseling, a brief history of automobile registration and the process in several countries is presented. The contrastive analysis and review of the studies conducted in this country regarding its registration process compared to the methods applied in advanced countries such as Germany and Japan will lead to an easier, faster, more accurate and less expensive registration process by adapting their methods to specific conditions in Iran. By extensive literature study, the laws and regulations have been revealed, and it is clear that some of the objectives of license plate replacement have not been achieved and some of the articles of the regulations have not been enforced. In some cases, the registration regulations are not compatible with the current laws; and the required comprehensive network both within and outside of Iran’s organizations have not yet been developed.
