بررسي نقش نخبگان سياسي در تدوين مدل مطلوب سياست‌ورزي؛ در جمهوري اسلامي ايران

Presenting a Desired Model for Politicsin Islamic Republic of Iran by Studying theRole of Political Elites

يكي از موضوعات با اهميت در عرصه كشور به ويژه پس از پيروزي انقلاب اسلامي بحث سياست‌ورزي و آداب رفتار سياسي احزاب، نخبگان و رجال سياسي كشور بوده كه بر بسياري از مسايل و موضوعات اقتصادي، فرهنگي، اجتماعي، بين‌المللي نظام تاثيرگذار بوده است. در اين مقاله تلاش خواهيم كرد به بررسي وضعيت سياست‌ورزي نخبگان و رجال سياسي و مذهبي كشور و نيز مروري بر مباحث نظري و تاريخي رقابت‌هاي سياسي در ايران قديم و معاصر پرداخته و مدلي مطلوب براي تكاپوي سياسي نخبگان سياسي و اصول سياست‌ورزي نخبگان كه در طراز نظام ديني و ايديولوژيك جمهوري اسلامي باشد ارايه دهيم. بحثي كه در نوع خود از نوآوري موضوعي و روشي برخوردار است و تاكنون كمتر به آن توجه شده است. بي‌شك واكاوي رفتارهاي سياستمداران و كنش‌گران عرصه سياست و نيز مطالعه نحوه پرورش نخبگان سياسي و خواص قدرت در جمهوري اسلامي در زمره راهبردي‌ترين مطالعاتي است كه خواهد توانست به كارآمدسازي نظام سياسي و اجتماعي كشور نيز منجر گردد. پرسش اساسي مقاله اين است كه مدل مطلوب سياست‌ورزي و فعاليت‌هاي نخبگان سياسي در عرصه رقابت و كسب قدرت سياسي در جمهوري اسلامي كدام است و حدود و ثغور آن چيست؟ اين مقاله بر اين باور است كه سياست‌ورزي نخبگان در كشور ما از وضعيت بساماني برخوردار نيست لذا بايد براي آن مدلي مطلوب با راهكارهايي اجرايي و عملي طراحي ‌شود.

One of the main issues in Iran especially after Islamic revolution has been the debate of politics and the political behavior of politicalparties, elites and politicians; it has been an influence on many cultural, social, economic and international issues and problems of the regime. In this paper we have tried to investigate the situation of politicsamongelites and political as well as religious figures; also the theoretical and political rivalries in the ancient and contemporary history of Iran has been studied also we have presented the desirable model which may cause some positive effects on political elites and the political principle of elites of Islamic Republic of Iran. This issue has some innovations in the subject and the method. Of course, the study of the behavior ofpoliticiansand the study of training elites to become politician inIslamic Republic of Iran is so important and this is one of the main strategic studies which can be useful in political and social issues in Iran. Presenting a desirable model for politics and for politician activities in the field of competition and getting political power in Islamic Republic of Iran as well as determining the limits of the model is the main inquiry in this paper .In this article it is believed that the elites in Iran are not in a good situation so the desirable model with new and executive model is required.
