انجمن‌هاي علمي مديريت فناوري؛ ارزيابي و ارايه استراتژي‌هاي ارتقاي اثربخشي

انجمن‌هاي علمي سازمان‌هاي غيرانتفاعي هستند كه به عنوان كانون‌هاي تفكر، سياست‌سازي و اجرا در حوزه‌هاي مختلف مرتبط با علم و فناوري در دنيا پذيرفته شده‌اند و اثربخشي فعاليت‌هاي آنها در جامعه از موضوعات مهم در توسعه اجتماعي، اقتصادي و سياسي و علمي است. در تحقيق حاضر تلاش شده تا در وهله نخست، رويكرد مناسب براي ارزيابي اثربخشي انجمن‌هاي علمي فعال در حوزه مديريت فناوري كشور انتخاب شده و به وسيله مصاحبه با مديران اين انجمن‌ها كه شامل پنج انجمن اخلاق در علوم و فناوري، فناوري اطلاعات و ارتباطات، مديريت فناوري، آينده‌نگاري و انجمن تخصصي مراكز تحقيق و توسعه صنايع و معادن مي‌شوند و تحليل نتايج اين مصاحبه‌ها با روش آنتروپي شانون حوزه‌هاي غيراثربخش شناسايي شود. نتايج اين بررسي حاكي از اين است كه انجمن‌هاي مديريت فناوري در اهداف زير اثربخشي لازم را ندارند. ? ارزيابي دانشگاه‌ها و مراكز آموزش عالي و موسسه‌هاي پژوهشي دولتي و ‌خصوصي ? تعيين سهم رشد بهره‌وري كل عوامل و اهداف بهره‌وري نيروي كار، سرمايه بخش‌ها و زيربخش‌ها؛ ? توسعه كارآفريني، ترويج فرهنگ خدمت، توسعه سلامت و شفافيت اداري؛ ? مشاركت و نظارت در توسعه پايدار كشور؛ ? گفت‌و‌گوي اجتماعي دولت و شركاي اجتماعي براي ارتقاي سرمايه انساني و اجتماعي. پس از شناسايي حوزه‌هاي غيراثربخش، با مطالعه ادبيات حوزه انجمن‌هاي مديريت فناوري و مصاحبه با متخصصان حوزه سياست‌گذاري علم و فناوري، راهكارهاي مقتضي براي ايجاد اثربخشي‌ها شناسايي شد و در نهايت هركدام از اين راهكارها در جامعه علمي مديريت فناوري با استفاده از روش آزمون فرض نسبت موفقيت مورد ارزيابي بيشتر قرار گرفت.

Scientific associations are Non monitorial organizations, which accepted as centers of thinking, policy making and doing all over the world. So their effectiveness in the society is important for development of sociatical, economical, political and scientifical issues. at first in this article we try to select an appropriate approach to assessment of technology management association then by interview with theirs managers and analysis the result of these interviews by the shanon entropy we find out ineffective sections. This association is ethics in science and technology, information and communication technology, technology management, foresight and expert association of research and development centers of industries and mines. Results of these interviews show that technology management associations are not effective about these goals. ? Analysis the universities, educational centers and governmental or private research institute. ? Determine the productivity increase share of work force, goals of productivity increase about work force, sections and subsections capital. ? Development of entrepreneurship, advertising the culture of giving services and development of official health and obvious. ? Play part in and supervise in dynamic development of the country. ? Sociological dialog between government and social cooperates for increasing social and human capital. After we found the ineffective sections, with study the literature of technology management associations and interview with the experts of science and technology policy makers we found strategies for solve this ineffectivenessʹs. At the end each of this strategies were more analyzing by the science society of Iran
