اولويت بندي برنامه هاي وزارت نيرو در راستاي ارتقاي بهره وري در صنعت برق با رويكرد تيوري مطلوبيت چند شاخصه (MAUT)

Prioritizing of ministry of energyʹs programs in regard of productivity development in electricity industry by Multi Attribute Utility Theory approach (MAUT)

چكيده:رشد بي رويه صنعتي‌شدن جوامع از يك طرف و نياز روزافزون آنها به انرژي از سوي ديگر، كشورها را بر آن داشته ‌است كه براي جلوگيري از مصرف بي‌رويه انرژي و بالا بردن بهره وري بويژه در صنعت برق سياست ها و برنامه هايي را تهيه و تنظيم نمايند. وزارت نيرو نيز در اين راستا برنامه‌هايي را در سال 1389 در مستندي تحت عنوان "كتاب اول" تهيه و تنظيم نموده است. اما بسيار واضح است كه اين برنامه ها داراي اولويت اجرايييكسان و اثرگذاري مشابه بر ارتقاي بهره‌وري در صنعت برق نيستند. لذا در اين تحقيق تلاش شده است تا با استفاده از تيوري مطلوبيت چند شاخصه (MAUT) اين برنامه‌ها در راستاي ارتقاي بهره‌وري در صنعت برق، ارزيابي و اولويت بندي شوند. روش جمع آوري داده در اين تحقيق طراحي و توزيع پرسشنامه بوده است و گروه خبرگان اين تحقيق را 12 نفر از خبرگان دانشگاه و صنعت در زمينه بهره وري و صنعت برق تشكيل مي دهند. اولويت‌بندي برنامه‌ها مي‌تواند مديران و سياست‌گذاران را ياري نمايد تا با تخصيص منابع محدود و كليدي به برنامه‌هاي داراي اولويت بالا به بهره‌وري مطلوب در صنعت برق دست يابند.

The interminable development of industrialization of nations along with their increasing needs for energy has impelled countries to make some serious policies and enact regulations in order to save energy and raise productivity especially in the electricity industry. To this end, the Ministry of Energy of Iran has provided a number of constructive executive programs and has published them in 2010 in a manuscript named "The First Book". It is crystal clear that these programs have different executive priorities and the degree of their influence on promoting productivity in the electricity industry is not the same. Thus, the purpose of this study is to evaluate and prioritize these executive programs by using the Multi Attribute Utility Theory to help the promotion of productivity in the electricity industry. The data-gathering method of this research is questionnaire in which the opinions of twelve academic and industrial experts in the field of electricity have been used.
