سنجش ميزان رضايتمندي و تمايل به مشاركت شهروندان در اجراي پروژه‌هاي زيربنايي شهرداري مورد : شهرداري زاهدان

Satisfaction Evaluation and the Role of Citizen Participation in Municipal nfrastructure Projects Case Study: Zahedan Municipality

چكيده هدف از انجام اين پژوهش، سنجش ميزان رضايت شهروندان از اجراي پروژه‌هاي زيربنايي شهرداري و تمايل به مشاركت آنان در اجراي اين پروژه‌ها در شهر زاهدان است. روش تحقيق پيمايشي- توصيفي مي‌باشد. جامعه‌ي آماري پژوهش را كليه‌ي ساكنان شهر زاهدان در بهار سال 1390 تشكيل مي‌دهند كه با استفاده از فرمول كوكران 382 نفر به‌عنوان حجم نمونه براي تكميل پرسشنامه انتخاب شده‌اند. شيوه‌ي نمونه‌گيري نيز متناسب با حجم در مناطق سه‌گانه شهر زاهدان تعيين گرديد. يافته‌ها نشان مي‌دهد كه در مجموع 38/38 درصد شهروندان از عملكرد شهرداري نارضايتي در حد زياد و خيلي زياد دارند. بيشترين ميزان رضايت‌مندي با نمره 14/3 (5 > 1 با ميانه 3) در زمينه‌ي كنترل ساخت و سازها و صدور پروانه‌ي ساختمان و كمترين ميزان رضايت‌مندي نيز با نمره 49/2 در زمينه‌ي رسيدگي به خواسته‌ها و نيازهاي شهروندان است. پيرامون مقوله‌ي تمايل به مشاركت نيز، بيش از دو سوم شهروندان، يعني 18/65 درصد از شهروندان در حد زياد و خيلي زياد براي مشاركت در اجراي پروژه‌هاي زيربنايي شهرداري آمادگي دارند كه نشان‌دهنده‌ي تمايل شهروندان به مشاركت براي رفع مسايل محل زيست خود مي‌باشد. بيشترين ميزان تمايل به مشاركت در زمينه‌ي ايجاد نظم و امنيت در محله با نمره‌ي 76/3 (5 > 1 با ميانه 3) و كمترين آن در زمينه‌ي اهميت مشاركت شهروندان از سوي شهرداري و ديگر سازمان‌هاي دخيل در امور شهري با نمره‌ي 48/2 است. استفاده از مدل تحليل مسير نشان مي‌دهد كه مقدار ضريب تعيين 8/97 درصد از مجموعه تغييرات متغيّر وابسته توسط مدل تحليلي پژوهش را تعيين مي‌كند كه در آن مولفه‌ي مشاركت شهروندي با ضريب 596/0، تاثيرگذارترين متغيّر بر رضايت‌مندي شهروندان از اجراي پروژه‌هاي زيربنايي است و مولفه‌هاي رضايت اجتماعي، پايگاه اقتصادي- اجتماعي، اعتماد اجتماعي، آگاهي اجتماعي و سن به ترتيب در رتبه‌هاي بعدي اثرگذاري قرار دارند.

The purpose of this study was to measure satisfaction and the role of citizen participation in municipal infrastructure projects in the three threefold Zones of Zahedan Municipality. The survey - is descriptive. In the spring of 2011 all citizens of Zahedan was the population of study. Using the formula of Cochran, 382 patients were selected as samples to complete the questionnaire. Sampling proportional to size in the three threefold Zones of Zahedan Municipality has been determined. The findings show that a total of 38.38 percent citizens of Zahedan are high and very high level of dissatisfaction with the performance of the municipality. The highest level of satisfaction with a score of 3.14 (5 > 1 with a median of 3) control in construction and building permit is issued and the lowest satisfaction score of 2.49 to audit the demands and needs of citizens. About participate more than two of three citizens, namely 65.18 percent are high and very high level of dissatisfaction for participate are already participation in municipal infrastructure projects that shows social capital is relatively high among the citizens Zahedan. The maximum participate in the creation of order and security in the neighborhood with the score is 3.76 and the lowest participation of citizens in the municipality and other organizations responsible for urban affairs with scores is 2.48. Using Path Analysis shows that the ratio of 97.8 percent of the dependent variable changes by analytical models of sets that the citizen participation component with a coefficient of 0. 596 is influential variable on satisfaction of participation in municipal infrastructure projects and Consent of social, economic and social base, social confidence, social awareness and age respectively are next in the ranking influence.
