بررسي رابطه بين تغييرات بهره وري و اشتغال در صنعت ايران (كاربرد روش تجزيه بلنچارد-كوآ)

The Study of Relationship between Productivity Variations and Employment in Iranʹʹs Industry (Application of Blanchard-Quah Decomposition)

افزايش بهره وري، به عنوان راه كاري براي كاهش شكاف عرضه و تقاضا و همچنين عاملي در جهت كاهش هزينه هاي توليدي و افزايش كيفيت توليدات و توان رقابتي آنها و بازدهي استفاده از منابع توليد مورد توجه اقتصاددانان و سياست گذاران مي باشد. همچنين كاهش بيكاري نيز از ديگر چالش هاي پيش روي كشورهاي جهان است. امّا ابهامي كه در نظريات و مطالعات اخير مطرح شده است، عدم توانايي دست يابي همزمان به هر دو هدف كاهش بيكاري و افزايش بهره وري مي باشد. لذا سوال اساسي در مطالعه حاضر اين است كه آيا ارتقا بهره وري نيروي كار، موجب كاهش اشتغال در صنايع ايران مي گردد؟ بدين منظور از يك الگوي VAR ساختاري شامل متغيرهاي بهره وري نيروي كار و اشتغال صنايع ايران و شاخص بهاي كالاها و خدمات مصرفي (CPI) طي سال هاي 1352 الي 1386 استفاده شده است و داده هاي مورد نياز از پايگاه سازمان بهره وري آسيايي (APO) ، مركز آمار و بانك مركزي ايران به-دست آمده اند. برآورد الگوي ساختاري با استفاده از روش تجزيه بلنچارد-كوآ مي باشد. نتايج اين مطالعه نشان مي دهند كه در صنعت ايران، سياست هاي ارتقا دهنده بهره وري نيروي كار، در بلندمدت مي توانند موجب كاهش اشتغال نيروي كار شوند، امّا از آنجاكه نقش و اهميت ناچيزي در تغييرات اشتغال دارند، لذا اين كاهش قابل توجه نيست.

Increasing productivity, as a way to reduce the gap be-tween supply and demand and also as a factor to reduc the production costs and to increase the efficiency of resources use and the quality and competitiveness of products, is considerable for economists and policy-makers. On the other hand, the reduction of unemploy-ment is another challenge facing the countries of the world too. But the ambiguity to achieve both goals si-multaneously has been appeared in the recent theoretical and empirical studies. The main question in this study is whether productivity enhancing, causes reduction in Iranʹs indusrial employment? to address this question, a multivariate structural VAR model, including industrial labor productivity, employment and CPI for the 1973-2007 period has been applied and the data gathered from APO, statistic center and central bank of Iran. Estimation of structural model is based on Blanchard-Quah decomposition approach. The results show that promoting productivity policies have little role and importance in the employment variations, thereby its size in reducing employment in the long run is negligible.
