The Role of Tehran Metropolis on Physical Changes of Peripheral Villages (Case Study: Villages of Central District in Ray County

گسترش افقي كلانشهر تهران و شهرري كه طي دهه‌هاي اخير بدون برنامه ريزي و بصورت خودرو حادث گرديده است و به شدت از دگرگوني‌هاي نظام سياسي- اقتصادي اثر پذيرفته است. روستاهاي پيرامون كلانشهر تهران بواسطه ارزاني قيمت مسكن و اجاره بها كانون جذب مهاجران شده است و سبب شده است كه زمين و مسكن به كالا و سرمايه اي قابل نقل و انتقال تبديل گردد.انتقال سرريز جمعيت و فعاليت از كلانشهر تهران در نواحي پيراموني، تحولات كالبدي، ساخت و سازهاي بي رويه و نامنظم، عدم تجانس بافت قديم و جديد و همچنين رشد كارگاه‌هاي غير مجاز را موجب مي‌گردد كه در نهايت پديده خزش شهري را بدنبال مي‌آورد. روستاهاي بخش مركزي ري به دليل گسترش فضايي كلانشهر تهران و شهرري دگرگون شده و كاركرد كشاورزي ـ دامداري خود را از دست داده و بصورت روستاهاي خوابگاهي ـ خدماتي ايفاي نقش مي‌كند. اين پژوهش با شناخت پيوندهاي روستايي ـ شهري اعم از محيطي، اجتماعي، اقتصادي و سياسي موثر بر كالبد به تشريح عوامل و عناصر موثر بر مسكن، شبكه معابر، نظام محلات و كاربري اراضي را بررسي نموده است.با نظارت كمرنگ شهرداري منطقه 20 و 15 و همچنين ضعف اجرايي دهياري‌ها و فرمانداري شهرري، قوانين مصوب حريم و بافت روستا به طور كامل اجرا نمي‌گردد. نتايج تحقيق حاكي از آن است كه عوامل برونزا بويژه نقش كلانشهر تهران سبب شده روستاهاي پيرامون كلانشهر در معرض روابطه يكسويه و سلطه جويانه واقع شوند. جريان مهاجرت اقشار كم درآمد، تشديد روند ساخت مسكن، افزايش كارگاه‌ها در داخل و يا مجاور روستاها، قوانين تمركزگرايانه بر انتظام سكونتگاه‌هاي روستايي اثرات سو داشته است. بر اين اساس، روستاهاي پيرامون كلانشهر محل جذب پسماند زباله، فاضلاب شهري، جذب و سكونت افاغنه و كم توجهي ارگان‌هاي دولتي نظير فرمانداري و شهرداري شده است. پيوندهاي روستا ـ شهري كه در گذشته بوده است گسسته شده و انتظام سكونتگاهي برهم خورده است. گسترش خودرو و غير منسجم روستا سبب الحاق تدريجي اين عرصه زيستي به كلانشهر تهران و يا ظهور يك روستا ـ شهرگرديده است

Horizontal urban extension of huge cities such as Tehran Metropolis and Rey which has been erected spontaneously or without planning during recent decades been influenced severely because of economic and political rules. Tehran’s peripheral villages have been attracted because of the cheapness of dwelling and rent of the houses by the immigrants. Because of this land and dwelling has been changed to the goods and transportable capital. Skeleton evolution irregular and sporadic manufactures, lack of similarity between new and old texture and also development of without authorized factories have been caused by the reduction of population and activity of Tehran to the environs areas .Eventually caused phenomenon of urban sprawl. The central countryside of Rey has been transformed because of Tehran and Rey’s spatial extension and it has lost agriculture and animal husbandry efficiency and plays a role as dormitory and service countryside. This research with the knowledge of rural _ urban linkages such as political, economical, social, environmental with the effect of texture considered description the factors and elements influenced the dwelling, net passages, neighborhood system, land use. with the weak control of municipality of regions 15 and 20 and also lack of rural management and Rey’s governorship hasn’t been completely managed the rural texture’s rules. Recent results pretended that external agents especially the role of Tehran Metropolis causes that Peripheral Villages has located in Unilateral and aggressive relations. The trend of low salary’s immigrants, the increase of establishment of dwelling, the enhance of working-places in or around the villages, concentrated orders has bad effect to the discipline of this villages. Peripheral Villages of Metropolis have been become the place of attracted trash residue, sewage, the residence of Afghans and govermental’s Inattention such as municipality and governorship. Rural – urban linkages which has been interrupted and the order of residence has been destroyed. Spontaneous and Incoherent extension of villages causes gradually annexation of this subsistence to the Tehran Metropolis or appearing of one urban
