ساختار مديريت شهري ايران با تاكيد بر تحولات كالبدي شهرها

The study of urban management structure in Iran with emphasis on physical changes of the Cities

مديريت شهري به عنوان يك نهاد محلي، مسوول نظارت و كنترل بر گسترش كالبدي شهرها است. در اين ارتباط موضوعي كه مديريت مي شود فضا و مجموعه اي از فعاليت هايي است كه در آن اتفاق مي افتد. ايفاي اين نقش، مستلزم سطح متناسبي از تمركززدايي سياسي - مديريتي و اختيارات كافي براي سياست گذاري، تصميم گيري، برنامه ريزي و اجرا در سطح محلي است. پژوهش حاضر با توجه به اين ديدگاه، ساختار مديريت شهري ايران را مورد بررسي قرار داده است. مولفه هاي مورد بررسي پژوهش شامل؛ سبك تمركززدايي مديريتي و سياسي، عناصر دخيل در مديريت شهري بر اساس منشا قدرت و حوزه وظايف و نهايتاً قلمرو فضايي مديريت شهري مي باشد. يافته هاي تحقيق نشان مي دهد كه، تمركزگرايي در ساختار مديريتي كشور، منجر به محدوديت اختيارات مديريت شهري در موضوعات شهري گرديده است. در اين ارتباط، بررسي ساختار مديريت شهري ايران، نشانگر غلبه عناصر حكومتي و دولتي در سياست گذاري ها، برنامه ريزي و مديريت فضايي شهرها و ضعف جايگاه ذاتي شهرداري و شوراي شهر در فرآيند مديريت شهري است. نتايج حاصل از بررسي وظايف رسمي عناصر مديريت شهري و قلمرو فضايي آن ها؛ حاكي از وجود ناهماهنگي ها و تفرق هايي در ساختار مديريت شهري است. اين تفرق ها در عرصه هدايت و كنترل تحولات كالبدي-فضايي شهرها در حوزه هايي چون مديريتي، سياسي، قلمرويي و سياستي مورد بحث قرار گرفته است.

Urban management as a local institute is responsible for the supervision and controlling over physical changes of the cities. In connection with this, the subject which is managed is the space and the set of the activities that take place in it. Playing this role requires appropriate levels of political-managerial decentralization and sufficient authority for policy making, decision making, planning and performance at local level. According to this view the present research has analyzed the urban management structure in Iran. The components of this research include political-managerial decentralization styles, elements involved in urban management based on the source of power, domain of tasks and finally the spatial domain of urban management. Results of the study showed that concentration in managerial structure of the country has led to a constraint on urban management authority in urban issues. In this relation, investigating the urban management structure in Iran represents the domination of the governmental elements in policy makings, planning and spatial management of cities and the weakness of the inherent position of the municipalities and the city council in the process of urban management. The results of investigation about the official duties of urban management elements and their spatial domain indicated disharmony and fragmentations in urban management structure. These sparsities have been discussed in the field of guidance and control of physical-spatial changes of the cities in administrative, political, territorial and policy areas.
