An Analysis on Cultural Policymaking in the Islamic Republic of Iran (Pathology and Strategies)

اين مقاله با هدف بررسي تحليلي و آسيب‌شناسي سياستگذاري فرهنگي در جمهوري اسلامي ايران، ضمن تعريف دو مفهوم فرهنگ و سياست عمومي؛ سياست‌هاي فرهنگي و ملاحظات نظري سياستگذاري فرهنگي را تبيين كرده و پس از تشريح سياست‌هاي فرهنگي، با استفاده از روش‌ مطالعه كتابخانه‌اي اسنادي و مدارك علمي و تدوين آرا و نظرهاي افراد خبره و صاحب‌نظر در قالب روش دلفي به تدوين آسيب‌هاي اين حوزه و ارايه راهكارهاي نظري و عملي براي مقابله با آنها مي‌پردازد. نتايج اين تحقيق نشان مي‌دهد رابطه دوسويه فرهنگ و سياستگذاري، ظرفيت بالقوه موثر و فراواني در ايجاد تحولات فرهنگي و مديريتي در كشورمان دارد كه بخش بسيار كوچكي از آن به فعليت رسيده است. با نگرش آسيب‌شناسانه به عرصه سياست‌هاي فرهنگي، مي‌توان به مواردي چون تعدد، ناهماهنگي و ناسازگاري ميان مراكز سياستگذار فرهنگي، عدم تدوين شاخص‌هاي قابل رصد، برخورد شعاري با سياست‌هاي فرهنگي، عدم تعيين مسيوليت دستگاه‌هاي فرهنگي، ضعف در پويايي و روزآمدي سياست‌هاي فرهنگي متناسب با تغييرات محيطي و مقتضيات زمان، فقدان تفاهم و ديدگاه مشترك مجريان، كم‌توجهي به نهادهاي مردمي، عدم اولويت‌بندي سياست‌ها، ضعف در نظارت موثر و كم‌توجهي به نظارت همگاني و خودكنترلي، تناقض در سياست‌هاي اعمالي، ابهام در ارتباط ميان سياست‌هاي فرهنگي با ساير سياست‌ها و ... به‌عنوان‌ مهم‌ترين آسيب‌هاي سياستگذاري فرهنگي در جمهوري اسلامي ايران اشاره كرد.

In contemporary world, interaction between culture and politics has brought propound and broad conceptual transformations in fields such as management and policymaking and paved an appropriate ground for consolidating concept “cultural policymaking”. This article aims to examinate analytically and pathologically Islamic Republic of Iran’s cultural policymaking, and having identified and described Iranian cultural policies, formulates pathologies related to this area through the Delphi method and ultimately proposes theorectical as well as practical solution in order to deal with them. The article shows that mutual relationship between culture and policymaking contains a wide and effective potential for creating managerial and cultural transformations in Islamic Republic of Iran and in many areas, this transformations havenot realized. The most important deficits in this area conclude lack of coordination, incompatability, and multiplity among institutions involved in cultural policymaking; lack of trackable indices; beaucratic, rhetorical, and unsensitive attitude towards cultural policymaking; weakness in executive mechanisms; ambiguity in cultural institutions functions and tasks; weakness in making dynamic and up-to-dated the cultural policies according to contextual changes; lack of mutual understanding and shared perspective among executives; ignorance of nongovernmental institutions; lack of priorization in policies; weakness in effective monitoring as well as in focusing on public monitoring and self-controlling: inconsistency in enforced policies; and ambiguity in relation between cultural and other policies.
