Pathology of Customs from the Perspective of Bureaucratic Corruption

فساد در نظام اداري، كم‌و‌بيش گريبان‌گير همه كشورهاست و دولت‌ها با هر مبناي فلسفي و نگرشي، مدعي جدي مقابله با فسادند كه اين امر خود زمينه‌ساز تحكيم مشروعيت آنهاست. فساد از هر نوعي كه باشد بنيان‌هاي اخلاقي و معنوي جامعه را تخريب مي‌كند، اما فساد اداري باور و اعتماد عمومي به نظام سياسي را كاهش مي‌دهد و تاثير منفي بر توسعه جامعه مي‌گذارد. وجه مشترك فساد اداري در تمام عرصه‌ها، هنجار‌شكني و تخطي از هنجارهاي اخلاقي و قانوني در عملكرد سازماني و شغلي مي‌باشد. فساد اداري امري پيچيده، پنهان و متنوع است كه مبارزه با آن بايد مستمر، طولاني و پيچيده باشد. نكته قابل توجه در مبارزه با فساد آن است كه نمي‌توان فساد را از بين برد، ولي مي‌توان آن را كاهش داد. در ميان موسسات و سازمان‌هاي دولتي، با توجه به نقش حياتي كه گمرك در كسب درآمد، تسهيل تجارت، امنيت ملي و محافظت از جامعه ايفا مي‌كند، وجود فساد در آن مي‌تواند باعث محدوديت شديد اقتصادي، چشم‌اندازهاي اجتماعي و اهداف آرماني در مقوله توسعه ملي شود. بنابراين به‌منظور مقابله موثر با فساد در گمرك، اتخاذ رويكردي جامع و پايدار كه به دلايل و پيامدهاي اصولي آن بپردازد، الزامي است. براي تحقق اين امر، رسيدگي سريع و رويكردي عمل‌گرايانه و منطبق با شرايط نياز است و تجربه‌هاي عملي از تلاش‌هاي مبارزه با فساد اداري نيز بايد با اتكا به راه‌حل‌هاي جامع، نظام‌يافته و مستمر باشد. توسل به فناوري اطلاعات و رايانه‌اي كردن امور دستگاه‌هاي دولتي در قالب دولت الكترونيك و شفاف‌سازي فرايندهاي تصميم‌گيري و تصميم‌سازي از راهكارهاي اساسي مقابله با فساد اداري خواهد بود. در اين مقاله با تعريف فساد، تبيين فساد اداري و اهميت سلامت اداري در سازمان گمرك، راهكارهاي حذف زمينه‌هاي بروز فساد و ارتقاي سلامت اداري در آن مورد بحث و بررسي قرار مي‌گيرد.

All countries are involved with the bureaucratic corruption more or less and with the philosophical basis from the attitude of the most material to the most divine, governments always claim to fight corruption seriously that it prepares the way for strengthening their own legitimacy. Both moral and spiritual corruptions destroy the society but bureaucratic corruption reduces the public trust in the system and it can impact greatly on community development. On the contrary, bureaucratic health is adherence to accepted norms and values in every culture, organization, and society. Common corruption in all fields is the violation of ethical and legal norms in organizational and job performances. Bureaucratic corruption is complicated, obscure, and diverse. Therefore, it must be prolonged and complicated to fight it. It is notably to fight corruption that corruption can not be destroyed but it can be reduced. Meanwhile, customs name has been often mentioned by government institutions that their bureaucratic corruption is widespread. Given the customs plays a vital role in revenue, trade facilitation, national security, and the protection of society, corruption in customs can cause severe economic constraints and limited social prospects and ideal goals for national development. Today, bureaucratic corruption has become more complex and occurred systematically. Therefore, in order to effectively fight corruption in customs, a comprehensive and sustainable approach to addressing its underlying causes and consequences is essential. Pragmatic approach which complies with the conditions is required to deal with it rapidly and practical experiences of efforts to combat bureaucratic corruption must also be relying on comprehensive, organized, and continuous solutions. Using information technology (IT) and computerized government agencies in the form of e-government as well as transparent decision making processes and decision-making will be basic strategies for fighting bureaucratic corruption. With the corruption definition and explanation of bureaucratic corruption and the importance of bureaucratic health in WCO, the elimination of corruption and the promotion of bureaucratic health in customs strategies will be discussed in this paper.
