The Protection of Critical Information Infrastructures

چالش‌هاي امنيتي با پديد آمدن عصر اطلاعات، حوزه‌هايي فراتر از ميدان جنگ را مي‌طلبند. رشد بسيار زياد اقتصاد اينترنتي، بعد تازه‌اي به تجارت بخشيده كه همين امر صنايع وابسته به اينترنت را با آسيب‌پذيري‌هاي فراواني مواجه كرده است. اقتصاد اينترنت، ‌امنيت اطلاعات، وابستگي ساختاري و نگرش جديد به حفاظت از آنها، حفاظت از زيرساخت‌ها را به همراه آورده است. نبرد اطلاعاتي، نوعي از درگيري است كه به‌طور مستقيم به دانش يا اعتقادات حريف، در سيستم‌هاي اطلاعاتي حمله مي‌كند كه مي‌توان آن را جزيي از مجموعه‌اي بزرگ‌تر و جامع‌تر از فعاليت‌هاي خصمانه (جنگ شبكه‌اي يا جنگ سايبر) يا به نوعي مجزا از اين فعاليت‌ها به‌كار برد. ازاين‌رو ضرورت شناخت و توجه به جنبه‌هاي مختلف نبردهاي اطلاعاتي و كاربردهاي آن در مواجه با زيرساخت‌هاي حياتي و امنيتي كشور همگام با رشد اطلاعات، بسيار مهم و از اولويت‌هاي حفاظتي دوران جديد است. حفاظت از اجزاي اصلي زيرساخت‌هاي اطلاعاتي دولتي و خصوصي بدون قاعده‌مند كردن صنعت ارتباطات و همكاري ميان بخش‌هاي دولتي و خصوصي و مشخص ساختن اولويت‌هاي حفاظتي زيرساخت‌ها امكان‌پذير نيست.

Emerging information era, different fields are confronted with extensive security challenges beyond the warfare. Vastly growth of Internet economy has created a new aspect in commerce that it has put the internet industries in a very vulnerable position. Internet economy, information security, structural dependence, and new approach to protect them, especially information infrastructures have been appeared as well. Information warfare is a kind of the conflict that it attacks rivalʹs beliefs or knowledge or his/her information systems directly that it can be used as a part of a bigger or more comprehensive than the cyber war or as a separate part of them. Therefore, different aspects of information warfare and its functions to counter security and critical information infrastructures as well as information growth should be recognized remarkably so that it can be known as protective priorities of the new era. The protection of main parts of private and government information infrastructures is impossible unless communication industry is regularized, private and government sectors cooperate with each other and protective priorities of information infrastructures are taken into account as well.
