The Effect of Business Regulations on Economic Growth (A Selection of Developed and Developing Countries)

چكيده امروزه بنگاه‌هاي اقتصادي در راه‌اندازي، به‌كارگيري عوامل توليد و ديگر مراحل يك كسب‌وكار با قوانين و مقررات زيادي مواجه‌اند. به نظر مي‌رسد مقررات دست‌وپاگير اداري در محيط كسب‌ وكار، يكي از موانع مهم توليد و سرمايه‌گذاري محسوب مي‌شود. در كشورهاي مختلف جهان، بهبود محيط كسب‌وكار و رفع موانع بخش خصوصي، به عنوان يك راهبرد اقتصادي شناخته ‌شده است. با توجه به اهميت موضوع، در اين مقاله جهت بررسي تاثير قوانين و مقررات كسب‌وكار بر رشد اقتصادي، شاخصي با عنوان «سختي مقررات كسب‌وكار» با استفاده از داده‌هاي بانك جهاني ساخته شده است. برآورد الگو به روش داده‌هاي تابلويي براي نمونه 62 كشور طي سال‌هاي 2003-2006 انجام شده است. نتايج حاصل از برآوردهاي رگرسيوني نشان مي‌دهد مقررات سخت و پيچيده كسب‌وكار بر رشد اقتصادي كشورهاي منتخب تاثير منفي مي‌گذارد. كليد واژه‌ها: محيط كسب‌وكار، مقررات كسب‌وكار، رشد اقتصادي، داده‌هاي تابلويي.

Abstract In this research, the relationship between business regulations and economic growth is examined. Nowadays, firms face high regulation in starting business, employing production factors and other procedures of business. It seems that one of the important obstacles of production and investment is cumbersome regulation in business environment. In different countries of the world, improvement in business environment and removal of obstacles in front of private sector are known as an economic strategy. In this paper, regarding the importance of the subject, “Hardness of Business Regulations” index is constructed using World Bank data for consideration of the effect of business regulations on economic growth. The model is estimated for 62 countries during 2003-2006 using panel data model. The results show that hard business regulation has negative effect on economic growth in selected countries.
