ارزيابي عملكرد سازمان هاي ورزشي با استفاده از مدل منسجم BSC - TOPSIS (مطالعه موردي : اداره كل تربيت بدني استان يزد)

Performance Assessment of Sports Organization with BSC – Topsis Integrated Model

هدف از پژوهش حاضر ارايه الگويي به منظور ارزيابي عملكرد سازمان هاي ورزشي با رويكرد كارت امتياي متوازن (BSC) و تاپسيس (Topsis) بود. جامعه‌آماري اين پژوهش، كليه كاركنان اداره كل تربيت بدني استان يزد و مربيان و ورزشكاران اين استان بودند كه 119 نفر با استفاده از فرمول تعيين حجم نمونه براي جامعه نامحدود به عنوان نمونه آماري پژوهش مدنظر قرار گرفتند. به منظور جمع آوري داده هاي پژوهش از پرسشنامه محقق ساخته استفاده شد كه پس از تاييد روايي صوري آن توسط صاحب نظران، پايايي آن نيز در يك مطالعه راهنما (90/0 =? ) تاييد شد. روايي سازه ابزار سنجش نيز با روش تحليل عاملي اكتشافي بررسي شد. به منظور تجزيه وتحليل داده ها از‌ آمار توصيفي شامل شاخص هاي گرايش مركزي و شاخص هاي پراكندگي و آمار استنباطي شامل آزمون t تك نمونه اي، ANOVA يكطرفه، تحليل واريانس رتبه اي كروسكال واليس و تكنيك تاپسيس فازي استفاده شد. يافته ها نشان داد كه اداره كل تربيت بدني استان يزد در دو منظر فرايندهاي داخلي و رشد و يادگيري عملكرد مطلوب داشته و در دو منظر مشتري و مالي (مناظر BSC) عملكرد مطلوبي نداشته است. همچنين تكنيك تاپسيس فازي اولويت 37 شاخص را به تفكيك چهار منظر مذكور نشان داد.

The aim of this research was to present a model to assess the performance of sports organizations with balance scorecard (BSC) and Topsis. The population involved all employees of physical education general department of Yazd province as well as the coaches and athletes of this province and 119 subjects were selected as the sample using sample size formula. A researcher–made questionnaire was used to collect data; the face validity of the questionnaire was approved by experts, construct validity was investigated by exploratory factor analysis and the reliability was determined in a pilot study as (?=0.90). For data analysis, the descriptive statistics (measure of central tendency, measure of variability) and inferential statistics (one–sample t test, one–way ANOVA, Kruskal Wallis test and Fuzzy Topsis) were used. The results indicated that physical education general department of Yazd province had a desirable performance from two perspectives of internal processes and learning and growth and did not have a desirable performance from two perspectives of customer and finance (BSC perspectives). Also, the Fuzzy Topsis method indicated the priority of the 37 indexes on the basis of the four above mentioned perspectives.
