بررسي كارآيي نسبي حمل و نقل مسافري و باري استانهاي كشور در طول برنامه سوم و سالهاي ابتدايي برنامه چهارم

Investigation on Relative Efficiency Cargo and Passenger Transportation of Provinces during Third Development Plan and Primary Years of Fourth Development Plan

اهميت حمل و نقل در توسعه كشورها و تاكيد بر بهره وري در برنامه هاي پنجساله توسعه از مهم ترين علل انجام تحقيقات بيشتر در مبحث كارآيي حمل و نقل است. با وجود اهميت اين دو موضوع، كمتر تحقيقي مبحث سنجش كارآيي با استخراج شاخصهاي مهم در صنعت حمل و نقل و با تاكيد براستانها در طول برنام ههاي توسعه را مدنظر داشته است. دراين تحقيق براي دستيابي به چنين هدفي و با استفاده از 6 شاخص ورودي و 6 شاخص خروجي در دو برنامه سوم و سه سال ابتدايي برنامه چهارم، به بررسي كارآيي نسبي استانها در حمل و نقل باري و مسافري پرداخته شده است. در اين راستا از مدل رياضي تحليل پوششي داد هها) DEA ( و تحليل حساسيت اين مدل استفاده شده است. روش تحقيق مورد استفاده توصيفي- تحليلي محسوب مي گردد و داد هها از مراجع آماري معتبر استخراج شده اند. نتايج نشان از كارآيي بالاي استانهاي بوشهر و تهران و كارآيي پايين استان كهكيلويه و بويراحمد در برنامه سوم و چهارم توسعه دارد. تعداد وسايل نقليه عمومي درون شهري به عنوان حسا سترين شاخص ورودي و ميزان مسافر حمل و نقل جاد هاي به عنوان حساس ترين شاخص خروجي به دست آمدند كه نشان از اهميت اين دو شاخص در كارآيي سيستم حمل و نقل كشور دارد.

Importance of transportation in development of countries and emphasis on productivity in the five-year development plans, are the most important reasons to do more research on the topic of transportation efficiency. Despite the importance of these two topics, less research with the extraction of performance measurement’s indicators in the transportation industry and emphasis of provinces during the development plan period have been implemented. In this research, to achieve this goal by using the 6 input and 6 output indices within the Third Development Plan and the first 3 years within the Fourth Development Plan, we consider the relative performance of the provinces in the cargo of transportation has been considered in this paper, by using the mathematical Data Envelop Analysis Model (DEA) and Susceptibility Model. The method used in this research is descriptive - analytic and the data are extracted from the valid census references. The results indicate that there is a high performance in Booshehr and Tehran Provinces and low performance in Kohgiluyeh and Boyer Ahmad Province, within the Third and Fourth plans .The number of inter –city vehicles is considered as a main input index and the number of passengers is considered as an output index, indicating the significance of both parameters in the performance of transportation system.
