سنجش و تدوين راهبردهاي مناسب ارتقاي ظرفيت نهادي منطقه‌اي (نمونه موردي: شهرستان‌هاي بوكان و اروميه)

Assessment of the Regional Institutional Capacity and Formulation of the Appropriate Strategies (Case Study: Boukan and Orumiyeh County)

برخورد با چالش?هاي عمده‌اي كه در حال حاضر بسياري از مناطق و سطوح محلي ايران با آن مواجه هستند، مستلزم دادن نقش هر بيشتر به نهادهاي محلي و ارتقاي ظرفيت? آنهاست. بنابراين اين مقاله به دنبال سنجش ظرفيت نهادي در سطح مناطق مطالعاتي جهت مشخص شدن وضعيت ظرفيت نهادي آنها و نيز پاسخ گويي به اين سوال اساسي است كه راهبردهاي مناسب براي ارتقا و افزايش ظرفيت نهادي در سطح مناطق مطالعاتي كدامند؟ براي دستيابي به هدف و پاسخ به سوال تحقيق، نخست با استفاده از روش پيمايشي ظرفيت نهادي منطقه‌اي در سطح مناطق مطالعاتي مورد سنجش قرار گرفته و سپس از طريق چارچوب برنامه‌ريزي راهبردي، راهبردهاي مناسب براي ارتقاي ظرفيت نهادي در سطح مناطق مورد مطالعه تدوين شده است. نتايج سنجش ظرفيت نهادي در سطح مناطق مورد مطالعه ، ظرفيت نهادي پاييني را در شهرستان بوكان به نمايش مي?گذارد (ميانگين 46/2 از 5). اين ميزان براي شهرستان اروميه در حد متوسط مي?باشد (04/3 از 5). همچنين نتايج تدوين راهبردهاي ارتقاي ظرفيت نهادي بر اساس روش انتخابي نشان داد كه راهبردهاي مناسب و اصلي شامل راهبردهايي با مضمون تدوين و ايجاد سازوكارهاي قانوني روابط بين نهادها، بهبود محيط و ترتيبات قانوني لازم و مناسب براي ايفاي نقش نهادها، فراهم نمودن بسترهاي لازم براي افزايش تناسب قوانين و مقررات سطوح بالاتر (اعم از ملي و استاني) با سطح منطقه، تقويت نقش كارگروه?ها و شوراهاي تخصصي، واگذاري بيشتر امور محلي به نهادهاي محلي، ايجاد زمينه?هاي قانوني براي حضور نهادهاي موجود در سطح منطقه در فرايندهاي اداره منطقه كه در قالب كارگروه?ها، كميته?ها و شوراهاي تخصصي نمود يافته است، بهبود وضعيت دسترسي نهادها به منابع دانش و يادگيري و كسب ديدگاه?ها و خواسته?هاي مردم و همچنين افزايش حضور و نقش?آفريني نهادهاي نماينده بخش خصوصي و سرانجام ارتقا توانايي دروني نهادها (به ويژه از لحاظ منابع مالي در شهرستان بوكان و به خصوص در ارتباط با نهادهاي دولتي) مي‌باشد.

Dealing with major challenges that many of the regions in Iran are faced with that, it is necessary to analyze the capacity of regional institutions and enforce their abilities. This article, therefore, tries to assess institutional capacity in the studied regions to demonstrate their institutional capacity. The article, also, aims to respond to this fundamental question: what are the appropriate strategies to enforce institutional capacity in Boukan and Orumiyeh counties? In order to reach the above aim and also answer the posed question, the surveying method is used. The paper also applies the strategic planning framework to determine appropriate strategies to enforce institutional capacity in the studied regions. The results demonstrate low institutional capacity in Boukan (by the average 2.46 out of 5). The results also demonstrate medium institutional capacity in Orumiyeh (by the average 3.04 out of 5). The appropriate strategies also include creating legal mechanisms to improve the relationship between institutions, improving the circumstance and necessary and appropriate legal arrangements to improve the performance of institutions, providing the necessary circumstance to enhance the accordance of the national and provincial regulations with their regional counterparts, enhancing the role of technical committees, devoluting of the local affairs to local institutions, creating a legal context for cooperation of existing institutions in regional governing process, improving institutions’ access to knowledge and learning resources, paying attention to viewpoints and wills of local people, and enhancing the institutional abilities.
