Performance Evaluation of educational organization in east Azerbaijan using European foundation quality model (EFQM) in 2007

پژوهش حاضر باهدف كلي، عملكرد سازمان آموزش و پرورش استان آذربايجان شرقي را بر مبناي مدل تعالي سازماني ( (EFQM (الگوي تعالي بنياد مديريت كيفيت اروپا) درسال 1386 مورد ارزيابي قرار داده است .اين تحقيق با استفاده از روش تحقيق توصيفي پيمايشي انجام گرفته است. حجم نمونه مورد مطالعه از بين 76 نفر جامعه با استفاده فرمول كوكران به تعداد 38 نفر انتخاب گرديد. ابزار تحقيق اين پروژه كه بوسيله پرسشنامه پيشرفته متغيرها را اندازه گيري مي كند شامل 9 معيار و32 زيرمعيار كه هر زير معيار داراي نكات راهنما ومصاديق عيني است كه براساس ويژگي هاي آموزش وپرورش تنظيم شده و سيوالات زير معيارها بوسيله منطق رادار در مجموع 264 سيوال جزيي را شامل ميشود در اختيار آزمودني ها قرار گرفت و پس از يك دوره دو روزه و توجيه كاركنان در اختيار آزمودني ها قرار گرفت و ارزيابي عملكرد سازمان به شيوه خود ارزيابي توسط خود كاركنان سازمان انجام پذيرفت. براي روايي پرسشنامه از نظر اساتيد و متخصصان استفاده شده است و براي پايايي پرسشنامه از آزمون آلفاي كرانباخ استفاده گرديد كه مقدار آن 96 / 0 بدست آمد. دراين پژوهش نه سوال مطرح شده بود كه امتياز عملكرد سازمان آموزش و پرورش استان آذربايجانشرقي بر مبناي مدل تعالي سازماني ((EFQM برابر 468 از 1000 امتياز بدست آمد و ريز امتياز سازمان در 9 معيار: معيار رهبري47 درصد، معيار خط‌مشي و راهبرد44 درصد، معيار كاركنان47 درصد، معيار شراكت‌ها و منابع46 درصد، معيار فرايندها 44 درصد، معيار نتايج مشتري54 درصد، معيار نتايج كاركنان45 درصد، معيار نتايج جامعه51 درصد، معيار نتايج كليدي عملكرد 47 درصد بدست آمد.

The general objective of this paper is to evaluate the performance of education organization in east Azarbijan using EFQM. In this regard, the descriptive – survey method was used. The research population was people76. The sample size using Cochrans formula was 38 people.An advanced questionnaire was used to measure the variables including nine criteria and thirty-two sub- criteria. Each sub criteria included guide points and evidences which have been regulated according to specifications related education. The total sub criteria questions according to RADAR logic added up to 264. After carring on two days justifying course for employees, these questions were given to them. The performance of education organization was carried out through the sef –evaluation method by the employees of the organization.the validity of the questionnaire was determined by experts. The Cronbachʹs Alpha was used to calculate the reliability, which was 0.96. In this study nine questions were posed, the scores of performance obtained were 486 out of 1000 based on (EFQM). The percentage of nine sub- sores were: 47% leadership, 44% policy and strategy, 47% staff, 46% recourses and participation, 44% processes, 54% results of the client, 45% results of the staff, 51% results of the society and 47% the key results of performance.
