بررسي و سنجش عدالت فضاييِ بهره مندي از خدمات عمومي شهري براساس توزيع جمعيت و قابليت دسترسي در شهر بابلسر

Survey of Spatial justice and measurement of urban public services benefice based on the Population distribution and accessibility in Babolsar city

امروزه در آغاز قرن21، بحران برنامه ريزي و كيفيت زندگي شهري در اكثر نقاط جهان، ابعاد گسترده اي يافته و موجب گرديده وعده آرمانشهر مدني، تعالي انسان و عدالت فضايي در جوامع سرمايه داري غرب، همچنين وعده هاي ايديولوژي و آرمانگرايي كمونيسم مبتني بر برخورداري يكسان افراد از مواهب رشد و توسعه در كسب جهان مادي و معنوي، در عمل توَهمي بيش نباشد. شهرهاي امروزي بويژه در كشورهاي درحال توسعه، با توجه به رشد جمعيت و شهرنشيني مستمر، بيش از هر دوره ديگري نيازمند توجه به برقراري عدالت فضايي در برخورداري مطلوب از خدمات مختلف شهري مي باشند. در اين ميان، موضوع خدمات رساني و برخورداري نامناسب و گاه متناقض مناطق مختلف شهرها از خدمات عمومي، با مفهوم عدالت فضايي در تضاد است، بطوري كه كاستي هاي موجود در تامين اين خدمات از اساسي ترين چالش-هاي موجود در شهرهاي جهان بويژه شهرهاي كشورهاي درحال توسعه است. از اين رو پژوهش حاضر با توجه به مفهوم عدالت فضايي، كيفيت برخورداري و دسترسي مناسب ساكنين محلات مختلف شهر بابلسر از خدمات عمومي شهري, به بررسي ميزان برخورداري محلات11 گانه اين شهر از خدمات مذكور پرداخته است. روش پژوهش در تحقيق حاضر توصيفي-تحليلي بوده و به منظور جمع آوري اطلاعات از روش هاي كتابخانه اي و ميداني بهره گرفته شده است. استفاده از مدل آناليز تاكسونامي و تدوين پرسشنامه، مهم ترين مراحل كار در اين زمينه بوده است و نتايج آن كه با استفاده از نرم افزار SPSS وArc GIS بوده، نشان مي دهد كه بين جمعيت به-عنوان مهم ترين عامل تاثيرگذار در ارايه خدمات و ميزان برخورداري محلات مختلف شهر از خدمات شهري رابطه متناسبي برقرار نيست و غالب ساكنين محلات نيز از وضعيت دسترسي به خدمات مذكور رضايت ندارند.

Today in the beginning of 21st century, the planning crisis and quality of urban life has increased in wide scale in most parts of the world, and caused Promise of civil Utopia, human excellence and spatial justice in capitalist societies of the West, also ideological pledges and idealism of communism based on individual same possibility of growth and development gifts, and practically don’t be an illusion in the world. Modern cities, especially in developing countries more than any other period require spatial justice in a urban services according to the continuous population and urbanization growth. Among this, the service subject and unsuitable fruition and contradictory of different area in cities, there is in contradiction with the concept of spatial justice, So that existing deficiencies in providing the services are the most fundamental challenges in cities particularly in developing countries. Thus this study has survey the rate of fruition in 11sociology about the above mention services regarding to spatial justice concept, quality of fruition and suitable access for residents in different quarters of Babolsar city. The research method is descriptive-analytical and data gathering was based on library studies and field studies. Using taxonomy analysis model and codified questionnaires were most important steps in this field and its results by the use of SPSS and GIS software show that the population as the most important factor in providing services and fruition rate the various quarters of the cityʹs Urban Services established a inappropriate relationship And most of the quarters residents are not satisfied with the status of access to services.
