پيشگيري پليسي از جرم و نقش آن در امنيت پايدار

چكيده مقوله امنيت در انديشه اسلامي جايگاه ويژه اي دارد و بحث در مورد آن، مجال خود را مي طلبد. اما به گونه فشرده مي توان گفت كه در حديث نبوي «الامن و العافيه، نعمتان مغبون فيها كثيراً من الناس؛ امنيت و تندرستي دو نعمتي است كه بسياري از مردمان در آن مغبونند» (پاينده، 214). يا در گفتار مشهور «النعمتان مجهولتان، الصحه و الامان» از تندرستي و امنيت به عنوان دو نعمت ناشناخته ياد مي شود. لذا هدف اصلي تحقيق، بررسي و تبيين نقش پيشگيري پليسي از جرم در برقراري امنيت پايدار در جامعه است. تحقيق حاضر به دنبال اين است كه با نگاهي جرم شناسانه و بهره گيري از تحقيقات و نظريه هاي موجود، ضمن پاسخ به اين سوال كه «نقش پيشگيري پليسي از جرم در برقراري امنيت پايدار چيست؟» از طريق شناسايي ارتباط بين پيشگيري از جرم و برقراري امنيت پايدار، به تبيين جايگاه پليس و نيروي انتظامي در اين ميان بپردازد. روش اين تحقيق از منظر هدف؛ كاربردي و از نظر روش؛ اسنادي و كتابخانه اي است. يافته هاي تحقيق نشان مي‌دهد كه پليس لازم است جهت رفع دغدغه هاي خود و اثربخشي بيشتر اقدامات در راستاي پيشگيري از جرم و تحقق امنيت پايدار، در مواردي به عنوان رهبر و مشاور، به طور مستقيم وارد عرصه مديريت و سياست‌گذاري پيشگيري از وقوع جرم از نوع پليسي شود. بدين منظور پليس نيازمند اتخاذ راهكاري جهت مديريت و رهبري جامعه در مسير پيشگيري از وقوع جرم مي باشد.

Abstract The concept of security has a special place in Islamic thought and discussion about it requires wide oppertunity. But in a squeeze way we can say that according to prophetʹs speech: security and health are two gifts which most of the people are deceive in them, or in a famous speech the security and health are mentioned as two unknown gifts. So, the main goal of this essay is surveying and explanation of police crime prevention measures in making the permanent security in the society. Present research with a criminological perspective and by using from researching and presents ideas tries in addition to answer this question that what is the crime police prevention in making the security? By recognizing of relation between crime prevention and making permanent security to explain the place of police. This researchʹs way from goalʹs aspect; is functional and from aspect of way is documental and librarian. The researchʹs sfinding shows that police should be for resolving itself distress and more effectiveness of actions for crime prevention and accomplish the permanent security, in some cases directly as a leader and adviser, enter in the field of management and policy making of crime prevention from the kind of police crime. So, police needs to the strategy for managing and leading of society in the way of crime prevention.
