برنامه ريزي راهبردي عوامل اثرگذار بر مديريت مواد زايد جامد شهري با استفاده از تحليل SWOT(مطالعه موردي: شهر بوكان)

Strategic Planning of Factors Affecting Municipal Solid Waste Management by Analysis SWOT A case study: Bukan City, Kurdistan Province

عوامل اصلي مديريت مواد زايد جامد شهري مجموعه اي از فعاليت ها را شامل مي شود كه در جهت تحقق اهداف سيستم مديريت مواد زايد جامد شهري بايد انجام گيرد. بدون وجود اين عوامل توان و قابليت موفقيت ساير عوامل و به خصوص موفقيت سيستم وجود ندارد. بنابراين هدف از تحقيق حاضر، بررسي عوامل اصلي مديريت مواد زايد جامد شهري در شهر بوكان با استفاده از مدل SWOT مي باشد. اين مدل يكي از مناسب ترين فنون برنامه ريزي و تجزيه و تحليل استراتژي است كه در اين پژوهش به عنوان ابزاري در برنامه ريزي سيستم يك پارچه مديريت مواد زايد جامد شهر بوكان مورد استفاده قرار گرفته است. بدين منظور براي تحقق اين امر ابتدا با توجه به آزمون هاي انجام شده، فهرستي از نقاط قوت، ضعف، فرصت و تهديد مورد شناسايي قرارگرفته و سپس بوسيله تكميل پرسشنامه و محاسبه با استفاده از فرمول توان رتبه و معادله وزن استاندارد، تحليل اولويت ها مشخص شده و براي توسعه مديريت مواد زايد جامد شهر بوكان استراتژي هاي مناسبي ارايه شده است. نتايج حاصل از جمع ‌بندي مدل SWOT نشان مي دهد كه، ضعف مديريت مواد زايد جامد شهري در شهر بوكان بسيار بالا بوده به طوري كه با امتياز وزني86/0 در رتبه اول مهم ترين ضعف ها قرار گرفته است. لذا نيازمند توجه بيش تر و ارايه سياست‌هاي مناسب در جهت كاهش ضعف ها و رفع تهديدها با استفاده از نقاط قوت و فرصت ها مي‌باشد.

The main factors in municipal solid waste management include a variety of activities which must be done in order to achieve the objectives of municipal solid waste management system. Without such factors, there will be no ability or possibility for the success of other factors, and in particular the success of the system. Therefore the aim of this study is to investigate the main factors in municipal solid waste management in Bukan through using SWOT strategy. SWOT model is one of the most appropriate planning techniques and analyzing strategies which has been used in this research as a tool for planning the integrated management of solid waste system in Bukan. For this purpose, first of all, according to the conducted tests, a list of strengths, weaknesses, opportunities and threats has been prepared and then through completing the questionnaire and calculating by using the rank of exponent formula and standard weight equation, the analysis of the priorities has been done and appropriate strategies for development of waste management in Bukan are presented. The results of the SWOT model show that the degree of weakness in the solid waste management in Bukan is so high that with the weight advantage of %86 put it at the first rank of weaknesses. Accordingly, more attention and appropriate policies are required to reduce weaknesses, eliminate threats and utilize the strengths and opportunities.
