Strategic Planning for Renovation and Rehabilitation of UrbanEroded Areas (A Case Study of Qourveh)

سال‌هاست كه پنداشت و تفاسير تك‌بعدي و يكسو نگرانه بخشي، با اميد به حل معضل بافت حل معضل بافت فرسوده با يكديگر تقابل و سايش داشته و نهايتا جز گذر و استمرار زمان و افزايش شتابدار نرخ فرسودگي چيز ديگري به همراه نداشته و پاسخ متقاعد‌كننده‌ايي نيز فراسوي مسيولين قرار نگرفته است. مقاله حاضر سعي بر برنامه‌ريزي راهبردي جهت بهسازي و نوسازي بافت فرسوده شهر قروه باتوجه به فرصت‌ها، تهديدها، قوت‌ها و ضعف‌هاي داخلي و خارجي دارد. روش تحقيق در مقاله حاضر از نوع توصيفي- تحليلي بوده است. در اين مقاله ابتدا سعي شده است با شناخت مناسب ويژگي‌هاي محيط بيروني و دروني بافت فرسوده شهر به تدوين استراتژي براي بهسازي و نوسازي و اولويت بندي استراتژي‌ها اقدام شده است. مدل برنامه ريزي استراتژيك مورد استفاده در مقاله حاضر مدل SWOTمي‌باشد كه با استفاده از تكنيك IEA به تعيين موقعيت استراتژي‌هاي بهينه و با استفاده از تكنيـك AHP FUZZY به تعيين وزن هر استـــراتژي و با استـــفاده از تكنيـــك‌هاي TOPSIS FUZZY ,ELECTER به اولويت بندي استراتژي‌ها اقدام شده است و نهايتا با استفاده از تكنيك كپ لند نتايج دو تكنيك اولويت بندي تلفيق شده و به يك نتيجه واحد مي‌رسيم. نتيجه نهايي تكنيك‌ها بر اساس نظرات كارشناسان تاييد كننده اين موضوع است كه استراتژي ارتقا كيفيت فضايي بافت فرسوده شهر و افزايش تحرك در ساكنان بافت فرسوده كليدي ترين استراتژي در ميان ساير استراتژي‌ها است.

It is for years that there is a controversial argument between different executive groups due to one-dimensional attitudes and sectoral interpretation for solving the problem of eroded texture which ultimately the trend of erosion accelerated in the course of time and also there has not been a justifying response to urban authorities for implementation. It seems that to find a solution for urban renovation depends to the nature of action plan which could consider all aspects of socio-economic and physical elements of eroded parts of cities. The present article aimed to apply strategic planning for renovation and betterment of eroded urban texture of Qourveh city by concentrating on the external and internal opportunities, threats, strengths and weaknesses. The methodology of the research is based on descriptive and analytical methods. At first stage by acknowledging the characteristics of internal and external environments of the city eroded areas to define strategies and then prioritize them. The strategic model or this paper is SWOT which using IEA to determine the status of strategy. Then AHP Fuzzy technique is applied to weight and by the help TOPSIS Fuzzy and ELECTER techniques strategies were prioritized. Finally the results of these two integrated by Kapland to attain a single result. The final results from techniques on the base of expertʹs views indicated that the most crucial strategies are the promotion of spatial quality and increase of mobility in the eroded textures of the city.
