تحول حقوق و آزادي‌هاي شهروندي در مصر مبتني بر قانون اساسي 2012 ميلادي

Evolution of rights and citizenship freedoms in Egypt; Based on the Constitution 2012

با انقلاب 25 ژانويه 2011 در مصر و سرنگوني رژيم ديكتاتوري نظاميان، ملت مصر توانستند واجد شخصيت نسبي شهروندي شوند. شخصيتي كه تا بيش از اين با اعلام وضعيت اضطراري و مجازات‌هاي سخت و اقدامات پليسي به كلي تضييع شده بود. اين شخصيت و هويت با قانون اساسي 2012 احيا و براي ملت مصر به رسميت شناخته شد چنانكه از مباني انقلاب مردم مصر نيز بايد به تلاش براي اعتراض به نقض سيستماتيك حقوق و آزادي‌هاي شهروندي اشاره كرد. در اين مقاله نگارنده با بررسي تطور حقوق و آزادي‌هاي شهروندي در مصر منتهي به انقلاب 2011، به مطالعه انتقادي تحولات بنيادين تقنيني اين حقوق در قانون اساسي جديد مصر در پرتوي واكنش عمومي مردم پرداخته است.

By the Egyptian’s revolution in 25 January of 2011 and the overthrow of the military regime, the people of Egypt could be eligible for citizenship relative character. The Character which formerly was completely ignored by the announcement of emergency situation, hard penalties and the police actions. This character and identity was restored by the constitution of 2012 and was recognized for the people of Egypt so that it is necessary to assume that one of the foundations of the Egyptian revolution has been the endeavor to protest against the systematic violation of citizensʹ rights and freedoms. In this article, the writer has considered the evolution of citizenship rights and fundamental freedoms in Egypt, leading to the Revolution of 2011; A critical study of the fundamental legislative changes in the rights of Egyptʹs new constitution in the light of public reaction.
