مديريت شهري و تبيين مشاركت اجتماعي شهروندان در شهرداري

Urban Management and an Explanation of the Role of Citizens’ Social participation in Municipalities

تصميم گيري براي انتخاب طرح مناسب در شهرها، به يكي از چالش‌هاي اساسي مديريت شهري تبديل شده است. كارايي ضعيف طرحهاي سابق، باعث بازگشت به استفاده از مشاركت اجتماعي شهروندان به عنوان روشي براي خروج از بن بست در حل مسايل شهري شدند. هدف اين مقاله ‌اين است كه با مطالعه مدلهاي شهري در نقاط مختلف جهان، ضرورت مشاركت شهروندان در شهرداري را تبيين نمايد. با توجه به ماهيت اين موضوع، در انجام پژوهش حاضر از روش مطالعه كتابخانه اي - اسنادي و تجزيه و تحليل ثانويه بهره گرفته شده است. يافته هاي پژوهش بيانگر آن است كه شهرداري‌ها در كشورهاي پيشرفته، پتانسيل مديريت مشاركتي، را به بهترين نحو براي ايفاي بهتر وظايف خود به كار گرفته‌اند و بدين ترتيب خود را از يك سازمان صرفاً خدماتي، به يك نهاد اجتماعي تبديل نموده اند؛ اما شهرداري در جامعه ما بيشتر به عنوان يك سازمان خدماتي مطرح است و اگر شهرداري بخواهد خود را به عنوان يك نهاد اجتماعي فعال مطرح نمايد، به دو پيش‌نياز احتياج دارد؛ نخست اينكه نهاد اجتماعي شهرداري در عين وابستگي متقابل با 5 نهاد اصلي جامعه، تا حدودي نيز بايد داراي استقلال كاركردي باشد. دومين پيش‌نياز‌ اينكه مشاركت اجتماعي شهروندان در شهرداري است و بدين طريق است كه اين نهاد مي‌‌ تواند در همه شهروندان نهادينه شود. در نهايت پيشنهادهايي ارايه مي‌‌‌گردد كه بدين طريق شهرداري‌هاي كشور بتوانند با نهادينه كردن مشاركت اجتماعي در بين شهروندان، باعث شكل گيري ايده شهرداري به عنوان نهاد اجتماعي گردند.

One of the major challenges confronting urban management is making a decision concerning the selection of an appropriate plan for the city. Low efficiency of previous plans has been a cause of returning to citizens’ social participation as a means of solving this problem. The aim of this article is to show, by studying different models of city management in various parts of the world, the significance of citizens’ social participation in city management, hence, the method that was utilized in this study was one of documentary method and the analysis of secondary data. Research results showed that in the developed countries, municipalities have been able to make the maximum use of the potentialities of citizen social participation in playing their roles as city managers and have, therefore, been able to transforms themselves from purely service organization to an active social institution. The results also showed that in this country, municipalities are organizations that provide mainly service activities and that if they wish to become social institutions they must meet the following two prerequisites: firstly, while having mutual relationships with the other 5 major institutions of the society, municipalities must maintain certain level of functional independence. Secondly, municipalities need citizens’ social participation as a means of institutionalizing itself in all citizens. At the end, some suggestions are made concerning the institutionalization of social participation among citizens which can help municipalities in their efforts to become a social institution.
