بررسي تطبيقي شرايط انتخاب كنندگان و انتخاب شوندگان در نظام انتخاباتي مجالس ايران و مالزي

A comparative study of the electors and the candidate’s qualifications in Iranian and Malaysian parliament electoral system

انتخابات يكي از مهم ترين مجاري عملي شدن مردم سالاري و معياري براي ارزيابي جايگاه و ميزان نقش آفريني مردم در نظام هاي سياسي امروزي است. انتخابات، چهارچوب و ابزاري است كه از طريق آن، اراده ي مردم در شكل گيري نهادهاي سياسي و تعيين متصديان اعمال قدرت سياسي به ظهور مي رسد و از اين طريق، مردم در عرصه هاي تصميم گيري، اجرا و نظارت بر اداره ي امور كشور، نقش آفريني مي كنند . در حال حاضر، در اغلب كشورهاي جهان، براي انتخاب نمايندگان مجلس، به آراي مردم رجوع مي نمايند. اما اين كه شرايط انتخاب كنندگان و انتخاب شوندگان در انتخابات مجلس بايد چگونه باشند و صلاحيت انتخاب شوندگان بوسيله چه مرجع و مقامي بايد احراز شود در كشورهاي مختلف وضعيت فرق مي كند. ما در اين مقاله قصد بررسي تطبيقي شرايط انتخاب كنندگان و انتخاب شوندگان در نظام انتخاباتي مجالس ايران و مالزي را داريم، موضوعي كه تاكنون پژوهش مستقلي درباره ي آن صورت نگرفته است.

Election is one of the most important fields in which democracy can be made practicable. It is a criterion of the status and the level of people participation in the modern political systems. Election is a framework and tool through which the people can contribute in forming the political bodies and appointing the officials in charge of affairs. Consequently, people can take part in the decision making, enforcement and surveillance of the territory administrative processes. In order to select the members of parliament, referring to the people votes is the matter of choice in most countries. Characteristics of the voters and the candidates are the place of difference in most countries as well as the authorities in charge of assessing the qualifications of the candidates. In the present study we are going to perform a comparative study of the electors and the candidate’s qualifications (characteristics) in Iranian and Malaysian parliament electoral system, a study that follows no previous independent study.
