چكيده فارسي :
يكي از موضوعات مهم سال هاي اخير در حوزه شهرسازي كشور، بحث انتقال كاربري هاي ناسازگار به خارج از بافت هاي مسكوني است. اين كاربري ها كه اغلب شامل انواع كارخانجات ،پادگان ها، كشتارگاه ها و زندان ها مي شود، در طي حضورشان در بافت هاي مسكوني، مشكلات ايمني، زيست محيطي و اجتماعي متعددي را براي ساكنان ايجاد مي كنند. مطالعات اوليه نشان مي دهد در حال حاضر در كشور ما حداقل جهت تعيين نظام كاربري اين اراضي سازوكاري روشن، واضح و مصوب وجود ندارد و مطالعه هاي محدودي كه در حال اجرا است بر اساس ساز-وكارهاي غير رسمي، غير واحد و غير مصوب پيش مي رود. پژوهش حاضر با مدنظر قرار دادن اين نقص با هدف تعريف ساز وكاري واضح، واحد و مشخص كه با توجه به ويژگيهاي مختص هر سايت و منطقه واقع در آن باشد، از طريق شيوه پژوهشي تحليلي- كاربردي فرآيندي را براي تعيين نظام كاربري اين گونه اراضي ارايه مي نمايد. اين فرآيند كه در قالب پنج بخش نياز سنجي، قابليت سنجي، تعديل سازي، نظام سازي و منطبق سازي تعريف شده، بر اساس روش گردآوري اطلاعات، ساختارسازي و منطبق سازي، با كمك منابع مطالعاتي محدود موجود پيشنهاد گرديد. در نهايت اين فرآيند در سايت پادگان قلعه مرغي واقع در منطقه 19 شهر تهران در راستاي الزامات طرح جامع (1385) و طرح تفصيلي تهران پياده شد و نظام كاربري پيشنهادي اراضي سايت پيشنهاد گرديد.
چكيده لاتين :
One of the important topics in urban planning domain, in recent years, is the transformation of incompatible landuses from residential areas. This landuses, which often includes kinds of factories, military bases, the slaughterhouses and prisons, during its presence in the residential areas, provide numerous safeties, environmental and social problems. Now, in our country, initial studies indicates, at least there isn’t clear, transparent and approved mechanism for landuse determination of this lands and limited samples that are running goes on informal, non-unit and non-approved mechanism. The study with considering this defect has aimed to define a clear, unit and specified process, that is regard to the specific characteristics of each site and its surrounding areas, through analytical - practical technique propose process for such land use determination of this sites. This steps that defined in five stages, includes, need assessment, capability assessment, smoothness, systemization and synchronization, synchronization proposed Based on data collection methods, structurization and synchronization, with the appeal of the limited resources available studies. Finally, steps implemented in line with the requirements of Master Plan (2006) and detailed plan of Tehran for Ghalehmorghi military base at Region 19 and its land use structure proposed
