بهره‌ گيري از ظرفيت‌ هاي آموزشي بين‌ المللي براي توليد امنيت و هم‌ گرايي منطقه‌ اي

Exploiting the international educational competencies to provide security regional convergence The case study of Interpa organization

به‌نظرمي رسد با روند رو به‌افزايش وابستگي هاي متقابل و تاثيرگذاري پديده ها بر روي يك‌ديگر، حل بسياري از مشكلات و معضلات امنيتي در گرو همكاري هاي متقابل و سازمان‌يافته‌ي فراملي قرارگرفته‌باشد. در اين‌ميان بسياري از صاحب نظران هم‌گرايي معتقداند با همكاري در زمينه هاي كاربردي مي توان روند هم‌گرايي در يك‌نهاد بين المللي را سرعت بخشد. در اين‌مقاله، با روي‌كردي تحليلي- توصيفي ابتدا به‌نقش هم‌گرايي منطقه‌اي و همكاري‌هاي فراملي در مواجهه با مشكلات امنيتي پرداخته مي‌شود و سپس با شرحي مختصر از تاريخچه‌ي همكاري‌هاي آموزشي پليسي، روند تشكيل سازمان بين‌المللي «اينترپا» ، وظايف و كاركردهاي آن، و با استفاده از نظريات «كاركردگرايي و نوكاركردگرايي» نقش اين‌سازمان را در افزايش كاركردهاي آموزشي در مراكز علمي- پليسي جمهوري اسلامي ايران، و در نهايت توليد امنيت تبيين مي‌شود. نويسندگان مقاله بر اين‌باوراند كه هم‌كاري در زمينه هاي آموزشي چون تشريك مساعي براي انتقال تجربيات مديريتي، بازديدهاي آموزشي، مبادله‌ي استاد و دانشجو، استفاده از يافته هاي پژوهشي، انجام طرح هاي پژوهشي مشترك، برگزاري سمينارها، همايش‌هاي علمي- كاربردي و... ضمن ايجاد فهم مشترك از تهديد راهي ميانه براي هم‌گرايي پليسي در منطقه و سپس محيط بين‌المللي محسوب‌مي‌شود. هدف، پاسخ‌گويي به‌اين‌دوسوال اساسي است كه «آيا همكاري هاي آموزشي- فني باعث افزايش همكاري‌هاي منطقه اي در ساير زمينه هاي پليسي و در نهايت مبارزه با جرم مي شود؟» پيوستن ج.ا.ايران به‌اين سازمان بين المللي، چه‌دستاوردهايي براي نيروي انتظامي جمهوري اسلامي ايران خواهدداشت؟»

It seems that based on the progressive trend of mutual dependence and mutual impact of phenomena, resolving many security problems and complexities depend on the mutual and transnational organized cooperation. Regarding this issue, many convergence authorities believe that it is possible to accelerate the convergence trend in an international institution. In this article aims to discuss the role of a regional convergence and transnational cooperation to deal with security problems with an analytical-descriptive approach and explain the role of this organization to enhance the educational efficiency of the science and police centers of Islamic republic of Iran and provide the security through a brief account of the history of instructional detective cooperation, the process of establishing Interpa International Organization, its duties and functions using the theories “functionalism and new functionalism”. The authors of this article believe that working together on such fields as cooperation for transferring management experiences, educational surveys, teacher and student exchange, using research findings, doing common research projects, holding seminars, scientific- practical meetings, etc., establishes a common understanding about threat that is a middle way for regional detective convergence in international atmosphere. Goal: answer to these two basic questions: 1. Do educational-technical cooperation increase regional cooperation on the other detective fields and fighting crime? 2. What results does Iran’s joining this international organization the police force of Islamic republic of Iran?
