The Futures Study on media space and Islamic Republic of Iran’ national security

يكي از تحولات عمده در جهان معاصر در حوزه مفاهيم و مطالعات امنيتي، تعريفي موسع از موضوعات امنيتي حتي فراتر از امنيت نظامي است. با توجه به تحولات امنيتي جهان معاصر و ه مچنين تحول نيازهاي بشر، امنيت جنبه سياسي، اقتصادي، فرهنگي، اطلاعاتي سايبري )رسانه اي( و... پيدا كرده است. يكي از ابعادي كه نقشي قابل توجه در ايجاد چالش هاي جدي براي امنيت ملي هر كشور دارد، امنيت رسانه اي است. امنيت رسان هاي 3 به لحاظ نقشي كه در اشاعه اطلاعات و شك لدهي به افكار عمومي و جه تگيري آن دارد، در ارتقاي امنيت فرهنگي 4 و به تبع آن امنيت ملي 5 هر كشور اهميتي تاثيرگذار دارد. انقلاب اسلامي ايران كه همواره هنجارهاي جز مگونه ساختار نظام بين الملل را به نقد كشيده، با انواع محدوديت هاي ساختاري نظام بي نالملل در حوزه سخت افزاري و هنجاري ارزشي مواجه بوده است. با توجه به تحول ماهيت تهديد از سخت افزاري به نرم افزاري در حوزه امنيت، ابزار رسانه امروز ب هعنوان مهم ترين ابزار غرب و ايالات متحده در جهت جهاني سازي ارزش هاي ليبرال دموكراسي به كار م يرود. با توجه به فضاي ايجادشده به نظر مي رسد كشورهايي كه هنجارهايي متمايز از هنجارهاي حاكم بر عرصه نظام بي نالملل دارند، بيشترين مواجهه را با رسانه هاي غربي خواهند داشت. تحقيق حاضر به دليل اهميت موضوع يادشده به دنبال ترسيم فضاي آينده رسانه با توجه به احتمال رقابتي شدن جدي فضاي رسانه اي بر اساس روش تحقيقي مطالعات آيند هپژوهي 6 )روش دلفي( و ارايه راهكارهاي لازم در سه حوزه ارشادي تبليغي، اطلاعات ي آموزشي و تفريح ي سرگرمي براي رسانه در حوزه هاي مختلف است.

One of the major developments in the contemporary world and also in the field of security studies and concepts is to offer extended definition of the security issues even beyond military security. Security has taken political, economic, cultural, cyber- information (media) aspects due to security developments in the contemporary world and the evolution of human needs. Meanwhile, media security has a notable role in creating serious challenges for national security. Media security is of effective importance in the promotion of cultural security and, subsequently, national security of each country, because of its role in disseminating information and shaping public opinion and its orientation. Islamic Revolution of Iran, continuously criticizing dogmatic norms of the structure of international system, has faced structural constraints emerged from international system in the hardware and normative levels. Today, given the changing nature of security threats from hardware to software, media is used as the most important tool in the West and U.S. for globalizing liberal- democracy values. Thus, countries that have different norms from norms governing the international system; seem to encounter the Western media. Given to the importance of the issue, this research will draw prospects for media with attention to possible serious competitiveness in media space on the basis of research methods of futures study (Delphi method) and in doing so, will provide the necessary solutions at three areas of guidanance / promotion, information / education and entertaining / recreation for the media different areas.
