Iranian Economic culture and Ethic in Constitutional Era

توسعه و پيشرفت از جمله مفاهيم عامي است كه بسيار درباره آن‌ها سخن به ميان آمده است. تلاش براي شناخت راه‌هاي بومي رشد و پيشرفت از جمله دغدغه‌هاي اساسي جامعه ايراني در زمان حاضر بوده است. عليرغم چنين تلاشي به نظر مي‌رسد توجه به كنشگر و فاعل انساني در امر توسعه مغفول واقع شده است. روايتي صحيح از كنشگري اقتصادي ايرانيان نه در زمان حال و نه در گذشته‌ي تاريخي موجود نيست. آنچه هست تنها استيلاي تيوري‌هاي كلاني است كه به طرق مختلف دلايل عدم پيشرفت را توضيح داده‌اند. از اين‌روست كه در اين مقاله تاكيد و توجه ويژه‌اي بر خصوصيات فردي ايراني در حوزه اقتصاد به عمل آمده و تلاش گرديده اين خصايص در مقايسه و تطبيق با اخلاق اقتصادي‌ِ روايت شده توسط ماكس وبر از ديگر اديان و خصوصا دين پروتستان قرار بگيرد. شايد از منظر مقايسه بتوان به توصيف و تبييني از چرايي‌‌ِ عدم پيدايش –روح سرمايه‌داري- در معناي وبري آن دست يافت.

Trying to understand indigenous ways of development have been a major concern of Iranian society up to now. Despite these efforts, seems the actor and the subject has been neglected in the development. Not the present or the past history, true and complete story of Iranian economic activists is not available. The only thing is the hegemony of substantial theories that have explained non-development in different ways. Hence, this paper focuses on the Iranian economic characteristic and tries to compare and implement this feature to economic ethic narrated by Max Weber from other religions, particularly Protestant religion. The objective is to achieve the description and explanation of the reason of non- appearance of spirit of capitalism as Weber pointed. The historical period chosen for this study is Naseri’s era up to rise of Reza Khan. Key Words: Economic Ethic, Economic Behavior, Spirit of Capitalism, Constitutional Era
