تحليل نحوه مواجهه با آثار خارجي منفي از منظر اقتصاد اسلامي

Confronting the Negative Externalities from the Islamic Economics Point of View

آثار خارجي منفي به عنوان يكي از عوامل مهم و موثر در تغيير رفاه افراد جامعه و نتايجي كه با خود به بار مي‏آورند موضوعي مهم در علم اقتصاد و بالتبع اقتصاد اسلامي است. از مهمترين پيامدهاي قابل مطالعه اينگونه آثار، تخريب محيط زيست و نابودي منابع طبيعي مي‏باشد. بشرِ امروز كه پي به اهميت بيش از پيش محيط زيستِ خود برده است، در تلاش براي حل مشكلات ناشي از سو استفاده‏هاي انجام شده از طبيعت بوده و سعي در ارايه راه‏كارهاي مناسب دارد. در اين مقاله با تمركز بر تكاليف انسان و دولت اسلامي در برابر محيط زيست، با استفاده از آيات و روايات و منابع فقهي و تفسيري، چارچوبي از نحوه بهره‏برداري بشر از منابع طبيعي ارايه گرديده است. پس از تشريح ديدگاه علم اقتصاد در برابر حل مساله آثار خارجي و شكست‏هايي كه برخي از اين روش‏ها با آن مواجهند و نيز با توجه به چارچوب پيش‏گفته، وظايف و سياستگذاري‏هايي كاربردي راجع به وظيفه مسلمانان و دولت اسلامي براي مواجهه با چنين مشكلاتي ارايه گرديده است.

The negative externalities as one the important and effective factors that affect the welfare of the society and because of their consequences, have always been from the important topics in economics and hence Islamic economics. One of the most important results of these negative externalities is the damage they will have for the environment and natural resources. The human being has understood the high importance of its environment and so has tried to solve the problems that arises from the misuse of the environment and provide acceptable solutions. This paper tries to emphasize the obligation of Muslims and Islamic government toward the environment and for this sake, makes use of Quranic verses, the traditionn, Fighi sources to provide a framework for the correct way of using the natural sources in this world. In additions, it tries to shed some lights on the views of traditional economics in confronting the problem of negative externalities and after that, provides some practical implications for Muslims and Islamic government to solve the difficulty of externalities.
