راهبرد كشور‌هاي اسلامي در تعامل با نظام بين‌المللي حقوق بشر معاصر

The Strategy of Islamic Countries in their Interaction with Contemporary International Human Right System

اين مقاله مي‌‌خواهد بررسي نمايد كه آيا همگرايي‌‌‌هاي فرهنگي و ديني در بين كشور‌هاي عضو سازمان همكاري اسلامي به‌انداز‌ه‌اي موثر بوده است كه دست‌‌كم در باب گفتمان حقوق بشر بر واگرايي‌‌‌هاي سياسي و اقتصادي فايق آمده و اين كشور‌ها بتوانند راهبرد واحدي را در تعامل با نظام بين‌‌المللي حقوق بشر اتخاذ نمايند؟ انگاره نويسنده آن است كه در دوران تدوين و شكل‌‌گيري نظام بين‌‌المللي حقوق بشر كشور‌هاي اسلامي هيچ‌‌گونه راهبرد منسجمي نداشتند؛ به‌دليل شرايط سياسي حاكم بر جامعه بين‌‌المللي اين كشور‌ها بين دو اردوگاه شرق و غرب پراكنده شده و در گفتمان حقوق بشر سياست‌‌‌هاي مختلفي اتخاذ كرده بودند. حال آنكه در دوران توسعه و تحول اين نظام، كشور‌هاي اسلامي به هويت فرهنگي متفاوت خود پي برده و با تشكيل اردوگاه اسلامي كوشيدند راهبرد منسجمي اتخاذ نمايند.

This article intends to see whether cultural and religious convergence among Islamic Cooperation Organization member states has been sufficient enough to enable them to adopt a unique strategy in their interaction with international human right system, which first requires their overcoming the existing rift in economic and political stances and human right discourse. The authorʹs hypothesis is that during the formation of the above system, Islamic states were lacking in a well-integrated strategy. This was due to their affiliations to either the western or eastern bloc and their adoption of different policies in regard to human right discourse. However, at the time of the evolution of this system, the Islamic states became conscious of their own cultural identities which led to a more unified strategy versus the international situation.
