بررسي اثرات كوتاه‏مدت اجراي طرح هدفمندسازي يارانه ها بر وضعيت كشاورزي روستاييانِ شهرستان ني‏ريز (مطالعه موردي: دهستان آباده طشك)

Study of Short-Time Effects of the Targeting Subsidies on Rural Farming Statues in Neiriz Township (Case Study: Abadeh Tashk District)

اعطاي يارانه يكي از سياست‌هاي اقتصادي است كه با هدف حمايت از توليدكنندگان يا مصرف‎كنندگان به شيوه‎هاي متفاوتي در بسياري از كشورها به اجرا درمي‎آيد. اين تحقيق تاثير اجراي طرح هدفمندسازي يارانه‎ها بر هزينه و درآمد كشاورزان روستايي در شهرستان نيريز از توابع استان فارس در كوتاه‏مدت را مورد بررسي قرار داده است. روش تحقيق، توصيفي بوده و اطلاعات لازم با استفاده از پرسشنامه و به روش پيمايشي گردآوري شده است. بدين منظور، 25 سوال در طيف ليكرت پنج سطحي در پرسشنامه قرار داده شد. روايي پرسشنامه با استفاده از نظرات متخصصان، و پايايي آن با استفاده از پايلوت تست و محاسبه آلفا كرونباخ (88/0) تاييد شد. جامعه آماري شامل 1468 خانوار كشاورز بود و 264 نمونه با استفاده از فرمول كوكران تعيين گرديد. تجزيه و تحليل اطلاعات نيز با استفاده از آزمون‏هاي t (مستقل و وابسته) و فريدمن براي تشخيص همبستگي ميان متغيرهاي تحقيق صورت گرفته است. نتايج اين تحقيق نشان مي‎دهد كه: اجراي طرح هدفمندسازي يارانه‎ها – حداقل در كوتاه‏مدت- بطور معني‏داري منجر به افزايش هزينه‎ها و كاهش درآمدها شده است. مقايسه هزينه‎هاي توليد با استفاده از آزمون t مستقل نشان داد كه به جز هزينه توليد گندم، هزينه‎ توليد ذرت و جو بعد از هدفمندي يارانه‎ها با احتمال 99 درصد بيشتر از قبل بوده است. همچنين، مقايسه درآمد حاصل از چهار محصول در دو دوره نشان داد به جز درآمد حاصل از كشت كلزا، درآمد ساير محصولات به طور معني‎داري در بعد از هدفمندسازي نسبت به قبل كاهش يافته است. به دليل افزايش هزينه هاي سوخت، ماشين‏آلات و نهاده‏ها بعد از هدفمندسازي، طبق آزمون فريدمن، شاخص استفاده از نهاده‏ها و ماشين‏آلات با ميانگين رتبه‏اي 08/3 از مطلوبيت عددي برخوردار بوده و نشان دهنده‏ي به كارگيري حساب شده و كارآمد اين نهاده‏ها است.

Subsidize is one of the economic policies aim to support the producers or consumers, which apply by most countries in various ways. This research has considered the effects of the targeting subsidies program on costs and income of rural farmers in Neiriz town from Fars province in short- time duration. Research method is descriptive and the necessary data were collected by using a questionnaire and survey method. To this end, one questionnaire with 25 questions, based on a five-point Likert scale is developed for data elicitation from participants. The questionnaire validity has been verified by a number of subject specialists and academicians, and its reliability has been measured by using Cronbachʹs alpha at 0.88. The number of samples were 264 farmer from 1468 land owners in six villages which determined by Cochran table. Data analysis by using T-test and Friedman was done to determine the correlation between independent and dependent variables. The results show that the implementation of the Targeting Subsidies program –at least in short time- causes significantly some increasing in costs and decreasing revenues. The comparison of the production costs with T- test shows the costs of the Corn and Barley has increased other than the Wight after the implementation of Targeting Subsidies with %99 probability. Moreover, comparing the revenue in both periods showed that incomes of four products except canola crop were significantly decreased compared after implementation of Targeting Subsidies. Although costs of fuel machinery and inputs after implementation of Targeting Subsidies are increased but according to the Friedman-test the index of using inputs and mechanization was optimum in numerical with the ranking overage of 3.08 that this situation explains the logical usage of these inputs.
