جُستاري پيرامون معيارها و چارچوب نظام توزيع درآمد در اقتصاد اسلامي

An Inquiry about the Criteria and the Structure of Income Distribution System in Islamic Economics

رعايت عدالت در توزيع درآمد از اهداف نظام اقتصادي اسلام است. اصول و معيارهاي اجراي اين مطلوب پرسشي است كه بناي اين تحقيق را شكل داده -است. اين تحقيق كه به روش كتابخانه ا ي شكل پذيرفته است پس از بررسي معيارهاي برجسته توزيع درآمد در مكاتب اقتصادي، به معيارهاي عادلانه اين مقوله در نظام اسلامي پرداخته و سعي داشته با استنباطي متكي بر مفهوم حق، چارچوب نظام توزيع درآمد را مورد بازشناسي قرار دهد. با نگاهي به منابع اسلامي مي توان دريافت كه از ميان معيارهاي شاخص توزيع درآمد، معيار شايستگي، به شرط رعايت اصول اسلامي در بازار، در مرحله توزيع عايدي ها و درآمدهاي ايجاد شده؛ و نيز معيار مساوات در بهره‌مندي از امكانات، فرصت‌ها و عوامل طبيعي مورد تاييد موازين اسلامي مي‌باشد. ولي اين تاييد را براي معيار مطلوبيت گرايي با توجه به تعاريف و تفاسيري كه از آن وجود دارد، نمي توان پذيرفته شده دانست. نحوه توزيع كاركردي در مباحث اسلامي شباهت و قرابت فراواني با دستاوردهاي علم اقتصاد متعارف دارد. اين در حالي است كه مبحث توزيع مجدد مقداري در نظام اقتصاد اسلامي، كه بر اساس مباني مستدلّ فقهي وظيفه فردي و اجتماعي تلقي مي‌شود، در فضايي مبتني بر مفهوم حقّ از جايگاهي به مراتب والا و همه جانبه برخوردار مي باشد.

Observation of justice in income distribution is one of the aims of Islamic economic system. Principles and criteria of implementation of this goal is the main question of the paper. After studying the major criteria of income distribution in different schools of economics, we practice the justly criteria of this subject in Islamic system and it has been tried to with an inference that is based on the concept of “truth” restudy the structure of income distribution system. With a regard on the Islamic sources, we can understand that among different criteria of income distribution index, the criterion of “eligibility” -subject to observation of Islamic principles in market- in the stage of distribution of earned returns and incomes; and the criterion of “equality” in usage of facilities, opportunities and natural factors, are upheld according to the Islamic rules. But with regard to the definitions and interpretations that exist for utilitarianism, we cannot find such a sign for utilitarianism. The method of functional distribution in Islamic topics has a great similarity with outcomes of conventional economics, while the topic of “quantity redistribution” in Islamic economic system which according to the arguable Shariah bases is considered an individual and social duty, in the atmosphere that is based on the concept of “truth”, has a major and general role.
