امكان‌ سنجي خصوصي‌ سازي كتابخانه‌هاي عمومي با استفاده از تحليل SWOT

Application of SWOT analysis in theA FFeasible ility Study of on the Privatization of Public

هدف: پژوهش حاضر با هدف شناسايي مهمترين نقاط قوت و ضعف داخلي و همچنين مهمترين فرصت‌ها و تهديدهاي خارج از سازمان كتابخانه‌هاي عمومي و تعيين اينكه آيا كتابخانه‌هاي عمومي از قابليت‌هاي لازم براي خصوصي‌سازي برخوردارند انجام گرفته است. روش: اين پژوهش از طريق تحليل SWOT و با استفاده از عوامل و متغيرهاي حاصل از مطالعات كتابخانه‌اي، مصاحبه با 4 نفر از اعضاي گروه كتابداري و اطلاع‌رساني و يك نفر از اساتيد گروه برنامه‌ريزي شهري دانشگاه شهيد چمران، و مشاهده پژوهشگران انجام شده است. يافته‌ها: جمع امتيازات وزني نقاط قوت و ضعف داخلي برابر با 38/3 و جمع امتيازات وزني فرصت‌ها و تهديدهاي برون‌سازماني برابر با 47/3 مي‌باشد. هر دو اين اعداد از 50/2 بزرگ‌تر مي‌باشند و اين نشان‌دهنده اين امر است كه در مجموع، كتابخانه‌هاي عمومي از نظر عوامل دروني داراي قوت مي‌باشند و با استفاده از فرصت‌هاي پيش رو قادر به غلبه بر تهديدها هستند. ارزش/اصالت: اين نخستين پژوهشي است كه كوشيده است تا به شناسايي نقاط قوت و ضعف، فرصت‌ها و تهديدهاي پيش روي كتابخانه‌هاي عمومي در امر خصوصي‌سازي بپردازد.

Purpose: Tthis e present study identifies aims at identification of the most important internal factors of strengths and Weaknesses, as well as the external factors of opportunities and threats in regards with privatization of the public libraries, and their readiness for whether these libraries are capable of privatization. Methodology: the factors and variables resulted from a literature review and , as well as several interviews with some a group of experts in the field of library and information science. The , and the researcherʹs observations were used in to analyzethe analysis of the internal and external SWOT factors in regards with privatization in public libraries. Findings: Findings show that the public libraries under the study are quite ready for privatization both internally, and externally, provided that they take advantage of opportunities they have. The the weighted sum of the strengths and weaknesses is 3.38, and the weighted sum of opportunities and threats is 3.47, both of which are greater than the cut point 2.50.meaning that all in all, public libraries under study are strong enough internally, and are capable of overcoming the external threats, provided they take the advantage of opportunities. Originality/Value: this is seeminglyseems to be the first attempt in SWOT analysis of public libraries in regards with privatization of these libraries.
