تحليل هزينه- سودمندي: شاخصي براي ارزيابي اقتصادي كتابخانه‌ها و مراكز اطلاع‌رساني

Cost-Benefit Analysis: An Indicator for Economic Evaluation of Libraries and Information Centers

اطلاعات، عنصر حياتي جوامع اطلاعاتي است كه با توجه به ويژگي‌هاي منحصر به فرد خود، به عنوان كالايي با ارزش در تعاملات اقتصادي، نقش ويژه‌اي ايفا مي‌كند. كتابخانه‌ها و مراكز اطلاع‌رساني نيز به عنوان مراكز اصلي مبادله‌ي اين كالاي اقتصادي به منظور تداوم حيات در عصر اطلاعات، ملزم به انجام ارزيابي‌هاي مداوم اقتصادي در مورد خدمات اطلاعاتي خود بر مبناي شاخص‌هاي استاندارد هستند. تحليل هزينه- سودمندي از جمله شيوه‌هاي ارزيابي اقتصادي كاربرمدار، نظام‌مند و كميت‌پذير است كه به مقايسه‌ي منافع حاصل از محصول يا خدمتي خاص با هزينه‌هاي مصروف مي‌پردازد. اين روش در كتابخانه‌ها به مقايسه‌ي پيامدهاي مثبت خدمات كتابخانه‌ نسبت به هزينه‌هاي صرف ‌شده براي فراهم آوردن آن‌ها مي‌پردازد و روشي براي ارزيابي مزيت‌هاي نسبي سرمايه‌گذاري طرح‌هاي مختلف ارايه‌ي خدمت به كاربران بر حسب تخصيص منابع مالي مي‌باشد. نتايج آن مي‌تواند به اتخاذ بهترين نوع تصميم‌گيري در جهت استفاده‌ي مطلوب از منابع مالي، منتهي شده و در نهايت اصلاح عملكرد كتابخانه را در پي داشته باشد. مطالعه‌ي حاضر مطالعه‌اي مروري- نقلي بود كه با جستجوي كليد واژه‌هاي «تحليل هزينه- منفعت»، «تحليل هزينه- سودمندي و «تحليل هزينه- فايده» و معادل لاتين آن‌ها يعني «Benefit cost analysis» و «Cost- benefit analysis» در پايگاه‌هاي اطلاعاتي Emerald، Sciverce، ISI web of Science و همچنين موتورهاي جستجوي Google scholar، Google و AltaVista صورت گرفته است و در نهايت 51 منبع اطلاعاتي مرتبط مورد بررسي و تحليل قرار گرفتند. در اين مقاله با توجه به ويژگي‌ها و قابليت‌هاي اين شيوه‌ي ارزيابي، پس از مقدمه‌اي كوتاه به شرح مفاهيم، مراحل اجرا، كاربرد، مولفه‌ها و شاخص‌هاي اصلي تحليل هزينه- سودمندي در كتابخانه‌ها و مراكز اطلاع‌رساني و در پايان به مزايا، محدوديت‌ها و شيوه‌هاي بهره‌گيري از نتايج حاصل از آن، پرداخته شده است. واژه‌‌هاي كليدي: تحليل هزينه- سودمندي؛ كتابخانه‌ها؛ مراكز اطلاع‌رساني

Abstract Information is a critical factor in information societies. By its very nature, it plays a key role as a valuable commodity in economic interactions. Libraries and information centers are the main centers for information exchange in order to sustain life in the information age. They are required to assess continuously to information services economically based on standard indicators. Cost-benefit analysis is a user-centered, systematic and quantifiable economic evaluation method compares the benefits with costs of a particular product or service. In libraries, cost-benefit analysis is a way to compare the positive outcomes with the expenditures. It is a way to evaluate relative advantages of different projects-serving users in terms of allocating resources; and its results can lead to making the best decision for the optimal use of resources and reforming the library function. This study was an unsystematic review conducted in 2011 using the Emerald Sciverce and ISI web of Science databases and Google, Google Scholar and AltaVista search engines with the following keywords: "Benefit cost analysis" and "Cost-benefit analysis". 51 related articles were extracted and analyzed. In this paper, regard to the features and capabilities of this evaluation method, the concepts, procedures, implementation, applications, components and major indecies of cost-benefit analysis in libraries and information centers are explained and its advantages, limitations and procedures are discussed.
