هوش فرهنگي وكارگزاران ديپلماسي عمومي مورد مطالعه: رايزنان فرهنگي سازمان فرهنگ و ارتباطات اسلامي

Cultural Intelligence and Public Diplomacy Agents Case Study: Cultural Attachés of Islamic Culture and Relations Organization

اهميت ديپلماسي عمومي و نقش هدايت كننده آن در دنياي كنوني به اندازه اي است كه كارگزاران ديپلماسي كشورها از ميان باهوش ترين افراد برگزيده مي شوند به طوري كه بهره هوشي ايشان از شاغلين در حرفه هاي حساس ديگر بالاتر است. در عصر حاضر يكي از انواع هوش، هوش فرهنگي مي باشد كه به عنوان يكي از مولفه هاي مهم در بهبود عملكرد ديپلمات ها و رايزنان فرهنگي در وضعيت كنوني مطرح است. در اين پژوهش سعي شده است تا بر اساس پرسش نامه بومي سازي شده مركز سنجش هوش فرهنگي امريكا، ابعاد مختلف هوش فرهنگي 44 نفر از رايزنان فرهنگي (در حال ماموريت) سازمان فرهنگ و ارتباطات اسلامي به عنوان يكي از نهادهاي اصلي حوزه ديپلماسي عمومي جمهوري اسلامي ايران در عرصه بين الملل، به صورت مجزا سنجيده شود. يافته ها نشان مي دهد كه در رايزنان فرهنگي بعد انگيزشي هوش فرهنگي در بالاترين سطح و بعد رفتاري هوش فرهنگي در پايين ترين سطح قرار دارد و مهم ترين نقطه ضعف رايزنان فرهنگي، بعد رفتاري مي باشد كه در ادامه براي ارتقا آن پيشنهادهايي ارايه گرديده است

Public diplomacy and its leading role in the present world enjoy a high level of importance that diplomacy agents of those countries are chosen among the most intelligent ones to the extent that their intelligence quotients are higher than employed people in other more sensitive occupations. In the present era, culture intelligence is one of the intelligences that are considered to be one of the critical components in improving the current state of diplomats and cultural attachés. In the present research, different aspects of cultural intelligence of 44 cultural attachés (on a mission) of Islamic Culture and Relations Organization as one of the main institutions of the Islamic republic of Iran in the international arena of public diplomacy is assessed separately through a localized questionnaire of America Cultural Intelligence Center. Findings of the research indicate that motivational aspect of cultural intelligence among cultural attachés is at the highest level and their behavioral aspect at the lowest level and behavioral aspect is considered to be as the most important weak point for which some suggestions are made in the following parts for their promotion.
