بررسي تحليلي و كاركردي مدل‌ها و فرايند هاي سياستگذاري اقتصادي

THE STUDY OF ANALYTICAL AND FUNCTIONAL MODELS AND APPROACHES IN ECONOMIC POLICY

سياستگذاري اقتصادي داراي روش‌شناسي و رهيافت هاي نظري متنوع است و از مدل‌هاي متفاوت بهره مي‌گيرد. به عبارت ديگر، «پيوند قالب هاي روشي و نظري» بستر شكل‌گيري مدل‌هايي را فراهم مي‌آورد كه بخشي از واقعيت هاي نظام اقتصادي كشورها را شكل مي‌دهد. به اين ترتيب، مي‌توان تاكيد داشت كه هر مدل اقتصادي تركيبي از روش‌شناسي خاص، مباني تيوريك و نظري مشخص و در نهايت شكلي‌ خاص از فرايند اجرايي است. در اين مقاله، مدل‌هاي سياستگذاري اقتصادي شامل: «تحليل استراتژيك»، مدل «تحليل مرحله‌اي»، مدل «تصميم‌گيري»، مدل «سازمان، سلسله مراتب و شبكه»، مدل «سازمان ها و نهادهاي فرادولتي»، «مدل تعادل ايستا»، و در نهايت فرايندهاي «رشد بلندمدت» و «اشتغال كامل» مورد بررسي قرار مي گيرد. بديهي است، مطلوبيت هر يك از اين مدل‌ها بستگي به شرايط اقتصادي، فضاي بين‌المللي و همچنين شاخص هاي اجتماعي كشوري دارد كه چنين مدلي مي‌تواند در آن مورد استفاده قرار گيرد.

Economic policy consists of various methodologies, approaches and models through which the economists devise strategies to influence the overall economy. The integration of theoretical and practical frameworks provides the ground for emerging new models which are a part of economic system of the countries.Each economic model is a combination of specific methodology, theoretical bases and special form of executive approaches. In this paper different economic policy models such as Strategic Analysis, Cyclical Analysis, Decision Making, Organization and Network, Trans-government Institution, Static Equilibrium along with long term economic growth and full employment approaches have been taken into consideration. It is obvious that the appropriateness of each model depends on the international atmosphere and economic status of the countries in which the aforementioned models are applied.
