جايگاه ديپلماسي عمومي در روابط ايران و كشورهاي فارسي زبان

POSITION OF PUBLIC DIPLOMACY IN RELATIONS BETWEEN IRAN AND THE PERSIAN-LANGUAGE COUNTRIES

تغيير شرايط و مطرح شدن مولفه هاي جديد و تاثير گذار در عرصه بين المللي باعث شده است تا كشورها براي پيشبرد هر چه بهتر منافع ملي خود، به نقش ديپلماسي عمومي در سياست خارحي اهميت بسيار قايل شوند. نوشتار حاضر با تمركز بر جايگاه ديپلماسي عمومي در روابط ايران و كشورهاي فارسي زبان افغانستان و تاجيكستان در صدد پاسخگويي به دو سوال ذيل است: آيا جمهوري اسلامي ايران در روابط خود با كشورهاي فارسي زبان افغانستان و تاجيكستان ديپلماسي عمومي را مورد توجه قرار داده است ؟ و ديگر اينكه ديپلماسي عمومي جمهوري اسلامي ايران در كشورهاي فارسي زبان افغانستان و تاجيكستان چه تاثيري بر روابط سياسي، اقتصادي، فرهنگي و اجتماعي با اين كشورها داشته است؟ فرضيه راهنماي اين پژوهش عبارت است از اينكه در عرصه سياست خارجي جمهوري اسلامي ايران بعد از پيروزي انقلاب ،اهتمام به ديپلماسي عمومي در روابط با ساير كشورها از جمله كشورهاي فارسي زبان در دستور كار بوده است و به كارگيري اين نوع ديپلماسي در روابط با دو كشور افغانستان و تاجيكستان موجب گسترش روابط در حوزه هاي چهارگانه: سياسي، اقتصادي، فرهنگي، و اجتماعي شده است.

Conditions change and use of new and influential components in the international arena has led to countries to advance their national interests better, to place great importance on the role of public diplomacy in Foreign Policy. This Research focuses on the subject of public diplomacy in relations between Iran and the Persian-Language Countries, Afghanistan and Tajikistan, sought to answer two questions: Does the Islamic Republic of Iran in their relations with Persian- Language countries, Afghanistan and Tajikistan, considered public diplomacy or not? In addition this question “ What influences had the public diplomacy of the Islamic republic of Iran in the relationships with Afghanistan and Tajikistan on political relations, economic, cultural and community with these countries? Hypotheses guide this research is that in the field of foreign policy in Iran after the revolution, dedication to public diplomacy in relations with other countries including the Persian-Language countries has been on the agenda And using this kind of diplomacy in relations with both countries to expand relations in areas of Afghanistan and Tajikistan four: political, economic, cultural, and social is.
