ارايه رويه نظام‌مند انتخاب مشاور با هدف تدوين برنامه استراتژيك در مديريت شهري (مورد مطالعه: سازمان زيباسازي شهر تهران)

A Systematic Approach to Selecting a Consultant for Devising a Strategic Plan for Urban Management (The Case of Tehran Beautification Organization)

امروزه با توجه به افزايش پيچيدگي‌هاي محيط و ازدياد عوامل موثر در اتخاذ يك تصميم مناسب، تصميم‌گيري مبتني بر اصول علمي، در بين مديران، از جايگاه ويژه‌اي برخوردار شده است. انتخاب شركت مشاور، يكي از مهمترين تصميمات مديران‌ارشد سازمان‌ها در دريافت خدمات مشاوره‌اي مي‌باشد كه با توجه به پيچيدگي فضاي كسب و كار كنوني و تاثير كيفيت اين‌گونه خدمات بر حيات آتي يك بنگاه اقتصادي، اين تصميم به تصميمي سرنوشت‌ساز مبدل شده است. در اين مقاله رويه‌اي 9 مرحله‌اي جهت اتخاذ تصميم مناسب به منظور انتخاب مشاور مناسب در تدوين برنامه استراتژيك ارايه شده است، به نحوي كه پيش‌ارزيابي گزينه‌ها و دسته‌بندي شاخص‌هاي تصميم به دو دسته عمومي و اختصاصي، از جمله مهمترين مزيت‌هاي رويه مذكور محسوب مي‌گردد. رويه پيشنهادي با استفاده از داده‌هاي واقعي سازمان زيباسازي شهر تهران به عنوان مطالعه موردي، مورد بررسي و تجزيه و تحليل قرار گرفته است. نتايج به دست آمده گوياي اين واقعيت است كه رويه پيشنهادي در انتخاب مشاور برنامه استراتژيك در حوزه مديريت شهري، از قابليت كاربرد و تكرار بالايي برخوردار مي‌باشد.

Nowadays, due to the increasing rate of environmental complexities and the growing number of effective factors in making appropriate decisions, making decisions based on scientific principles has obtained a specific status among the top managers. Opting for the best consultancy firm, as one of the most important decisions the top managers would make for receiving consultancy services, has changed into a vital decision regarding the complications of the current business atmosphere and the effects of the quality of such services on the future sustenance of an economic enterprise. In this paper, in order to make a proper decision to opt for an appropriate consultant in devising strategic plans, a nine-step procedure is presented the most important advantages of which are the pre-qualification of the alternatives and the classification of decision-making criteria into general and specific groups. The proposed procedure has been investigated and analyzed utilizing the real data collected from Tehran Beautification Organization (TBO). The results show that the proposed procedure for selecting consultants for strategic plans in urban management is of high applicability and replicability.
