ارايه الگويي براي ارزيابي عملكرد بخش تحقيق و توسعه گروههاي فني و مهندسي (مطالعه موردي: گرو‌ههاي فني و مهندسي دانشگاه يزد)

از آنجا كه دانشگاهها به عنوان يكي از مهم ترين مراكز توليد و تجاري سازي علم به حساب مي آيند، انتظار مي رود كه از منابع در دسترسشان به طور موثر و كارا استفاده كنند. از ميان گروههاي آموزشي دانشگاهها، گروههاي فني و مهندسي به دليل ماهيتشان نقش بسزايي در خروجيهاي تحقيق و توسعه دانشگاه دارند. هدف از اين تحقيق به كارگيري الگويي براي ارزيابي عملكرد تحقيق و توسعه گروه علوم و مهندسي دانشگاهها در هر دو بخش توليد و انتشار علم با استفاده از سازكار تحليل پوششي داده هاي شبكه اي بود. در اين بين فعاليتهاي تحقيق و توسعه هشت گروه آموزشي فني و مهندسي دانشگاه يزد استخراج شد كه در اين خصوص، براي ارزيابي كارايي نسبي آنها در بخش توليد علم از دو ورودي مقدار گرنت تخصيص داده شده به استادان گروه و اعضاي پژوهشي گروه آموزشي شامل استادان و دانشجويان كارشناسي ارشد و دكتري و خروجيهاي تعداد مقالات، كتب انتشار يافته، طرحهاي پژوهشي، پايان نامه‌ها و اختراعات و اكتشافات ثبت شده و در بخش انتشار علم از وروديهاي تعداد مقالات، كتب انتشار يافته، طرحهاي پژوهشي، پايان نامه‌ها و اختراعات و اكتشافات ثبت شده و خروجيهاي مبلغ طرحهاي پژوهشي، مبلغ قراردادهاي آموزشي و مشاوره‌اي و مبلغ پايان نامه‌هاي حمايت شده و ارزش اختراعات تجاري شده استفاده شد. نتايج نشان داد كه در بخش توليد علم از هشت گروه آموزشي تحت بررسي تعداد هفت گروه و در بخش انتشار علم تعداد شش گروه در ميان گروههاي فني و مهندسي منتخب ناكارا هستند.

Most science production and commercialization, universities and education institutes are expected to take advantage of their resources most effectively and efficiently. Among educational departments, technical and engineering departments of universities and educational institutes play the more important role for research and development (R&D) outputs. The purpose of this paper is to take advantage of a model for evaluation of R&D performance of technical and engineering department of universities and educational institutes in both production and publication of science via network data envelopment analysis mechanism. For survey population, eight technical and engineering departments were selected in Yazd University to evaluate their R&D outputs. Their evaluations were preformed from two point of views; production and publication of science. Their production science also evaluated from two perspectives; first, the grants of researchers and educators, and the other, the number of papers, published books, research proposals and discoveries. From publication of science point of view, papers, published books, proposals, dissertations, registered inventions and discoveries, the sum of proposals, the sum of education and consultation contracts, the sum of supported dissertations and the sum of commercialized inventions were used. The results show that seven out of eight departments of science production and six out of eight departments of science publication are neither effective nor efficient.
