بررسي تاثير حفاظت از حقوق مالكيت بر سرمايه گذاري خصوصي در ايران

The Effects of Property Rights Security on Private Investment in Iran

هدف اصلي مقاله ي حاضر بررسي تاثير حفاظت از حقوق مالكيت بر سرمايه گذاري خصوصي در ايران طي دوره ي زماني 1390- 1350 است. براي رسيدن به اين هدف، رابطه ي درازمدت بين حفاظت از حقوق مالكيت و ديگر متغيرهاي تاثيرگذار بر سرمايه گذاري خصوصي، با تاكيد بر شكست ساختاري، مورد بررسي قرار گرفته است. نتيجه ي آزمون هم جمعي كرانه ي پسران و همكاران (2001)، بيانگر وجود رابطه ي درازمدت بين حفاظت از حقوق مالكيت و سرمايه گذاري خصوصي در ايران مي باشد. نتايج تخمين الگوي خود توضيح با وقفه-هاي گسترده نشان مي دهد كه حفاظت از حقوق مالكيت در درازمدت تاثير مثبت و معناداري بر سرمايه گذاري خصوصي در ايران دارد و در كوتاه مـدت اين تاثير معنادار تضعيف مي شود. هم چنين، نتايج تخمين نشان مي دهد كه تاثير حفاظت از حقوق مالكيت بر سرمايه گذاري بخش خصوصي نسبت به نوع شاخص انتخاب شده براي حفاظت از حقوق مالكيت، حساس بوده است. بنابراين دولت مي تواند با توجه بيشتر به وظايف سنتي خود و هم چنين ايجاد تحول در نظام حقوقي جامعه متناسب با تحول در نظام توليدي، به حفاظت از حقوق مالكيت كمك كرده و سرمايه گذاري خصوصي را افزايش دهد.

The main aim of this paper is investigating the effect of property rights security on private investment in Iran during 1971-2011. For doing so, the long-run relationship between property rights security, and other factors on private investment, considering the structural breaks, has been studied. The result of Pesaran et al. (2001) cointegration bound test shows that, there is a long-run relationship between property rights security and private investment. The ARDL test result shows that property rights security has a significant effect on private investment in Iran in long-run, and short-run for this effect is significantly weakend. The results also show that, the impact of property rights security on private investment is sensitive to the type of property rights security index. So, the government can pay more attention to their traditional duties, and also change in the social legal system according to the change in the production system, helping to protect property rights and increase private investment.
