The Impact of Human Rights Violation on Relations between China and Europe

چين به عنوان بازيگري تاثيرگذار در عرصه منطقه‌اي و جهاني، همواره در كانون توجه اتحاديه اروپا قرارداشته و اين اتحاديه در مناسبات خود با پكن، مسايل و موضوعات مختلفي را مدّنظر دارد. در اين ارتباط مي‌توان به دو متغير حقوق ‌بشر و اقتصاد اشاره نمود. موضع اين اتحاديه نسبت به وضعيت حقوق ‌بشر چين در نظر و عمل متفاوت بوده است؛ به‌گونه‌اي كه دول اروپايي از يك‌سو، همواره نسبت به وضعيت نامناسب حقوق ‌بشر در اين كشور انتقاد داشته و خواستار بهبود اين وضعيت و احترام دولت چين به حقوق شهروندانش شده‌اند و از سوي ديگر، اين اتحاديه پايبندي به منافع حاصل از همكاري و مشاركت اقتصادي با پكن را مدّنظر داشته و از تاثيرگذاري منفي رويكرد حقوق ‌بشرگرايي بر روابط اقتصادي متقابل، پرهيز نموده است. بر اين مبنا، پرسش اساسي اين است كه ميزان اثربخشي مقوله حقوق ‌بشر در روابط اتحاديه اروپا و چين به چه صورت است؟ در اين زمينه، فرضيه موردنظر نيز اين است كه در روابط اتحاديه اروپا و چين، مولفه و متغير حقوق ‌بشر در مقايسه با ملاحظات اقتصادي و تجاري از جايگاه و نقش نازل‌تر و ثانوي برخوردار بوده است.

China as an influential actor at the regional and international levels has always attracted the attention of the European Union. The EU envisages various issues in its relations with China. In this regard, we can mention the two variables of human rights and economy. The stance taken by the EU regarding the human rights situation in China lacks consistency when examined in theory and in practice, so that European countries always criticize the inappropriate situation of human rights in this country and urge Chinese government to respect the rights of its citizens, but at the same time, they are interested in profits resulted from economic cooperation and partnership with Beijing hence avoiding issues related to human rights have a negative impact on economic relations between the two sides. Therefore, the main question is that how much human rights violation influence relations between the EU and China? Our hypothesis is that human rights variable enjoys a lower status than economic and commercial considerations in relations between the EU and China.
