جست‌وجويي در منابع داخلي رفتار بين‌المللي چين؛ استفاده بهينه از مقدورات داخلي

A Study of the Internal Sources of Chinaʹʹs International Behavior: Optimum Usage of Internal Abilities

در طي سه دهه اخير، چين تغييرات شگرفي را تجربه نموده است. با شروع اصلاحات اقتصادي و اعمال سياست درهاي باز دنگ شيايوپينگ و سرعت يافتن آن پس از فروپاشي شوروي، چين موفق شد به رشد ميانگين 7/9 درصد در سال نايل آيد. در حال حاضر چين دومين كشور جهان در جذب سرمايه‌گذاري مستقيم خارجي، سومين كشور دارنده بيشترين حجم مبادلات خارجي و دومين اقتصاد بزرگ جهان با معيار ميزان توليد ناخالص داخلي است. اين رشد اقتصادي، وزن چين را در معادلات بين‌المللي نيز افزايش داده است؛ هم‌اكنون چين به‌عنوان يكي از اعضاي دايم شوراي امنيت سازمان ملل، نقش تعيين كننده‌اي در حل و فصل مسايل بين‌المللي ايفا مي‌كند. بي‌شك بحث و بررسي پيرامون چگونگي نيل جمهوري خلق چين به جايگاه كنوني مي‌تواند راهگشاي ساير كشورهاي در حال توسعه باشد. تامل در جايگاه كنوني چين و مقايسه آن با ساير كشورهاي در حال توسعه اين سيوال را به ذهن متبادر مي‌كند كه چه ويژگي‌هايي در درون جامعه چين و ساختار حكومتي آن توانسته است چنين موفقيتي را براي چين به ارمغان آورد؟ با توجه به پيوند سياست داخلي و سياست خارجي در عصر جهاني شدن، منابع داخلي موثر بر رفتار بين‌المللي چين و صعود آن در سلسله مراتب قدرت جهاني، چه چيزهايي مي‌تواند باشد؟ در پاسخ به اين سيوال، فرضيه اصلي بدين شرح مطرح مي‌شود: منابع عظيم نيروي انساني و سرمايه، اجماع نسبي نخبگان در مورد منافع ملي و ملي‌گرايي در حال رشد در جامعه چين از مواردي است كه به ارتقا جايگاه آن كمك مي‌نمايد.

China has experienced spectacular changes through the three past decades. Since the beginning of economic reforms and implementing Deng Xiaoping’s open doors policy, China has succeeded to achieve the average growth rate of 9.7% per year. Today, China has become the second country of the world in attracting the foreign direct investments, the third country in foreign trade and the second greatest economic power of the world. This economic growth has also increased the weight of China in international equations. Nowadays, China plays a great role in solving the international problems as one of the permanent members of the United Nations Security Council. Undoubtedly, analyzing the process that China has passed to take this position can teach a lesson to other developing countries. Thinking about the current position of China raises the following questions: which characteristics in the society and governmental structure of China have been instrumental in bringing about such an amazing success for this country. Considering the great linkage between internal and foreign policies in the era of globalization, what are the internal sources affecting Chinaʹs international behavior and its ascension in the global hierarchy of power? To answer these questions, the main hypothesis is that: Human sources and capital, the relative consensus among political elites about national interests and increasing nationalist sentiments in Chinese society are the main factors that help promote its position.
