تاثير اشغال نظامي افغانستان بر روابط پاكستان با قبايل آن با تاكيد بر ملي‌گرايي قوم بلوچ

• The Impact of Afghanistanʹʹs Military Occupation on Relations between Pakistan and Its Tribes with an Emphasis on the Nationalism of Baloch Ethnic Group

احياي جنبش ناسيوناليستي بلوچ در پاكستان از سال 2004 به بعد، به يكي از منابع تهديد امنيت داخلي اين كشور و امنيت ملي همسايگان آن از جمله ايران، تبديل شده است كه تبيين آن اهميت ويژه‌اي دارد. هدف اين پژوهش نشان دادن تاثيرات اشغال نظامي افغانستان پس از سال 2004 بر روابط داخلي پاكستان با قبايل پشتون و بلوچ در پاكستان است، يعني عملاً در اينجا به تعاملات منطقه‌اي و تاثير آن بر امور داخلي پاكستان توجه مي‌شود. يافته‌هاي اين پژوهش نشان مي‌دهد كه درگيري‌هاي داخلي و جنبش‌هاي قومي در يك كشور، تنها تحت‌تاثير سياست‌هاي داخلي نيستند بلكه تحت‌تاثير تحولات كشورهاي همسايه نيز مي‌باشند. ادعاي اصلي پژوهش پيش‌رو آن است كه اشغال نظامي افغانستان و روي‌آوري پاكستان به جنگ با نيروهاي طالبان، فضاي مناسبي را براي درگيري قبايل با حكومت مركزي پاكستان و خصوصا احياي جنبش ملي‌گراي بلوچ در پاكستان فراهم آورده‌است.

The revival of Baloch nationalist movement in Pakistan since 2004 has become a factor threatening Pakistanʹs internal security and the national security of its neighbors including Iran. Therefore, the explanation of this phenomenon is of special importance. This article aims at showing the impact of Afghanistanʹs military occupation on relations between the Pakistani government and Baloch and Pashtun ethnic groups living in Pakistan. It means that here, we discuss regional interactions and their impact on Pakistanʹs internal affairs. The findings of this article show that internal disputes and ethnic movements within a country are not only influenced by its domestic policy, but also are determined by the developments occurring in neighboring countries. The main hypothesis of this article is that Afghanistanʹs military occupation and Pakistanʹs resorting to fighting with Taliban forces, have provided a favorable ground for bringing about dispute between local tribes and Pakistanʹs central government and in particular, the revival of Baloch nationalist movement in Pakistan.
