Designing a favorable pattern for Defense Strategic Planning

هدف از اين مقاله بررسي الگوهاي مختلف برنامه ريزي راهبردي و طراحي الگوي مناسب جهت برنامه ريزي راهبردي دفاعي در ايران است. در اين تحقيق كه به روش موردي و زمينه اي انجام شده انواع مدل ها و الگوهاي مفهومي برنامه ريزي راهبردي از منابع موجود و قابل دسترس جمع آوري و مورد مطالعه و بررسي قرار گرفته و اين نتيجه حاصل شده كه يك الگوي يكسان برنامه ريزي راهبردي دفاعي در تمام كشورها قابل بهره برداري نيست بلكه الگوي مناسب هر كشور متاثر از عواملي چون ساختار دفاعي-امنيتي، پارادايم فكري مديريت راهبردي، نظام برنامه ريزي دفاعي-امنيتي دكترين نظامي، نگرش مديران، قوانين، و تهديدات و تحولات محيط خارجي كشور ارزش-هاي حاكم بر جامعه مي باشد. لذا با در نظر گرفتن عوامل مذكور، عناصر اصلي و مشترك الگوهاي مطالعه شده، ويژگي هاي سازمان هاي دفاعي كشور و ملحوظ نمودن ديدگاه صاحب نظران اين حوزه الگوي مفهومي برنامه ريزي راهبردي دفاعي طراحي و ارايه گرديد كه اميد است مورد بهره برداري مسيولين امور دفاعي كشور قرار گيرد و مبنايي براي تكميل و توسعه ي الگوهاي ديگر باشد.

The aim of this paper is examining the various patterns of strategic planning and designing a favorable pattern for Defense strategic Planning in Iran. In the current research which has been conducted through case and field study, different models and patterns of conceptual strategic planning from existent and accessible sources have been gathered and studied. The conclusion showed that there is no similar defense strategic planning pattern in all countries, but the favorable pattern of any country depends on factors including defense-security structure, thinking paradigm of strategic management, defense-security system, Military Doctrine, managers approach, Laws, the threats and developments of outside environment of the country and dominated values of society. Therefore, by considering the above factors, the main and common elements of studied patterns, characteristics of defense organizations of the country and by considering the view points of experts of this field, the conceptual pattern of defense strategic planning has been designed and introduced. It is hoped that such pattern be used by the authorities of defense affairs and be as a base for complementing and developing of other patterns
