The role of Strategic Sagacity in Defense Strategic Planning

اين مقاله به بررسي نقش هوشمندي راهبردي در برنامه‌ريزي راهبردي دفاعي پرداخته، همچنين تلاش مي‌كند ارتباط بين دو متغير هوشمندي راهبردي و برنامه‌ريزي راهبردي دفاعي را روشن نمايد و لذا اين بررسي از طريق جمع‌آوري اطلاعات كتابخانه‌اي و بررسي ميداني انجام گرفته و نتايج حاصله از تحقيق در قالب طيف ليكرت و آماره‌هاي تي-استيودنت و كاي اسكوير به آزمون گذاشته شده است. براساس نتايج حاصل ازپرسش وبررسي از خبرگان و صاحب نظران موردنظر، اين گونه نتيجه‌گيري شده كه هوشمندي راهبردي اهميت و جايگاه ويژه‌اي در برنامه‌ريزي راهبردي دفاعي داشته و بر اين اساس تاثير متغيرهايي مانند رصد پوياي محيط، جمع‌آوري و انباشت اطلاعات، غربال گري و پردازش اطلاعات و گزينش پيام‌هاي تهديد محور بر قابليت برنامه‌ريزي راهبردي دفاعي به اثبات رسيد. و در انتها ضمن تبيين تاثير بهره‌گيري ازهوشمندي راهبردي درتدوين راهبرد و تصميم‌گيري‌هاي دفاعي كه منجر به برنامه‌ريزي راهبردي دفاعي مي‌شود، مدل مفهومي تحقيق و پيشنهادهاي لازم ارايه شده است.

This paper reviews the role of strategic sagacity in defense strategic planning , also it is attempted that the relationship between two variables of strategic sagacity and defense strategic planning be determined. So, this review has been conducted through gathering library information and field survey, And the Conclusions of research have been tested within the framework of Likret spectrum, T.Student statistics and Kai Square. According to the results from questions, and viewpoints of experts and elites, we have come to this conclusion that strategic sagacity has special importance in defense strategic planning and based on this, the impact of independent variables- such as dynamic observing the environment, gathering and accumulating the information, screening and processing the information and selecting threat-based messages- on capability of defense strategic planning has been proved. At the end, while the impact of exploiting the strategic sagacity in codifying the strategy and defense decision makings which lead to defense strategic planning have been explained, the conceptual research model and necessary suggestions have been offered.
