Suggesting Strategies to Attract Foreign Students in Iran

در شرايط جهاني شدن اقتصاد، فرهنگ و فناوري ، جذب دانشجويان خارجي موجب مشاركت فعال در روند جهاني توليد علم و تسهيل انتقال فناوري و غني شدن فرآيند آموزش مي شود. امروزه عواملي چون ظهور آموزش عالي به مثابه يك كسب و كار و نقش كليدي دانش آموختگان خارجي در توسعه فرهنگي و اجتماعي كشورهاي مبدا و تاثير تحرك و جابه جايي دانشجويان در ارتقا سرمايه انساني باعث توجه به مزيت هاي پنهان جذب دانشجويان خارجي شده است. همچنين نقش آموزش چند فرهنگي در غنا بخشيدن به آموزش ها و ارتقاي برابري، احترام، پذيرش و فهم متقابل فرهنگ ها اهميت بين المللي سازي آموزش عالي را مضاعف كرده است. با وجود اين كه در دو دهه اخير تعداد دانشجويان خارجي جهان 2.3 برابر شده و كشورهاي منطقه نيز در يك رقابت جدي برنامه هاي بلند پروازانه اي براي جذب دانشجويان خارجي تدارك ديده اند، در كشور ما نوعي بي تصميمي و خلا راهبرد كلان ملي در اين زمينه مشهود است. مقاله حاضر مي كوشد با مطرح نمودن تجارب مختلف جهان بويژه كشورهاي منطقه، الگوهاي مختلف و انواع تلاش هاي جاري در اين زمينه را معرفي نمايد. سپس از طريق انجام يك مطالعه اكتشافي-پيمايشي نظرات خبرگان، متخصصان و مديران آشنا با موضوع پيرامون گزينه هاي مختلف راهبردي از طريق برجسته سازي اولويت هاي مورد نظر آنان تدوين شده است. يافته هاي اين مطالعه بيانگر اولويت تمركز بر رقابت منطقه اي (در مقابل خط شكني در عرصه جهاني و يا حفظ وضع موجود) با تمركز بر محوريت پژوهش و فنآوري در جذب دانشجويان خارجي است. خبرگان پيرامون "راهبرد پذيرش دانشجو" جذب دانشجويان شايسته (در مقابل جذب نخبه و يا سياست درهاي باز) را توصيه نموده اند. همچنين اركان اصلي راهبرد ايراني از نظر پاسخگويان عبارتند از: تمهيد زيست بوم مناسب علمي و رفاهي، ارايه كيفيت بالاي آموزش، آموزش انعطاف پذير و ارايه خدمات آموزشي ارزان.

T he globalization of economy, culture and technology, attracting foreign students results in active participation in the global process of science production, facilitation of technology transmission, and enrichment of education process. Nowadays, factors such as advent of higher education as a business, and the key role of foreign graduates in the social and cultural development of countries of origin, and the effect of students mobility in the promotion of human capital causes special attention to the hidden advantages of attracting foreign students. Furthermore, the role of multi-cultural education in enrichment of trainings and promotion of equality, respect, mutual understanding and acceptance of cultures has duplicated the significance of internationalization of higher education. Although the number of foreign students has increased 2.3 times more than before in the last two decades, and countries of the region has provided ambitious plans for attracting foreign students in a serious competition, there is a kind of indecisiveness and lack of a major national strategy in Iran in this field. This article therefore, aims to introduce various models and different efforts currently made in this field through presenting world’s different experiences specially those of countries of region. Accordingly, through a survey, the viewpoints of experts, specialists, and administrators acquainted with different strategic choices were compiled by highlighting their priorities. The findings indicates that in the countryʹs policy for attracting foreign students which has focused on the research and technology, the priority has been given to the concentration in regional competition rather to competition in global arena or keeping the existing situation. Additionally, regarding “student admission strategy” experts recommended that the country should follow attracting competent students as an effective strategy in compare with other approaches. Also findings show that main features of Iranian strategy include: preparing suitable welfare and scientific ecosystem, presenting high quality education, flexible education and providing inexpensive educational services.
